Within hours of being released on bail from Tihar jail, Arvind Kejriwal in an unexpected move, announced that he would resign in “48 hours”. In an impassioned speech at an AAP rally on September 15, he announced his resignation. “Let the people decide if I am imandaar (honest) or gunahgaar (guilty),” he thundered. It was an attempt to recapture the high moral ground when he said he would not continue as the CM till Delhi’s janata had decided on his “innocence” or “guilt” and each of those votes would be treated like like a “certificate”. In the last 10 years, while the people of Delhi have opted for Narendra Modi’s BJP in successive Lok Sabha elections, they have favoured the AAP in the Assembly elections. Even as Kejriwal and the AAP get ready for battle against their main opponent BJP, this time there may be an elephant in the room. That is the Congress. In some ways, despite itself, the Congress is showing signs of being on the revival path because people want it to grow as a national counter to the BJP. Kejriwal, the Chief Minister of Delhi, was arrested on March 21 by the Enforcement Directorate (ED), due to his alleged connection to the excise policy case. The ED claimed that Kejriwal was the “kingpin and key conspirator" of the alleged scam, in which multiple AAP leaders have been accused of receiving kickbacks from liquor businessmen in exchange for favors. The CM was granted interim bail by the Supreme Court on May 10, allowing him to campaign for the general elections. Kejriwal, who is a part of the Opposition's INDIA bloc, has announced his own set of 10 poll guarantees, pitting them against the BJP's 'Modi ki guarantees'. Kejriwal has already faced setbacks with the arrest of top party leaders. While Sanjay Singh, who was also arrested in connection with the Delhi excise policy case, has been granted bail, Manish Sisodia continues to remain behind bars. Former health minister Satyendra Jain, too, is in jail in an alleged money laundering case. Kejriwal, who was also a member of the India Against Corruption campaign led by Anna Hazare, formed his own political party AAP after an unsuccessful attempt at bringing the Jan Lokpal Bill through the IAC campaign in 2012. A graduate from IIT Kharagpur, Kejriwal is a mechanical engineer by profession and also worked as a joint commissioner of the Income Tax Department. He is also a Magsaysay award winner for his work on the grassroots through his organisation Parivartan. Kejriwal was first elected as the Delhi Chief Minister in 2012 but resigned after 49 days claiming that he was unable to bring the Jan Lokpal Bill he had promised because his party did not enjoy a full majority in the house. His party later won 67 out of 70 seats during the 2015 assembly elections and repeated huge success in 2019 when it registered a landslide victory with 62 seats. The Kejriwal-led party also managed to dethrone the 15-year-long BJP rule in Delhi MCD by winning 134 seats of the 250-member house. Setting the stage for a renewed confrontation with the AAP govt, the Centre promulgated an ordinance to create a National Capital Civil Service Authority that will have the power to recommend the transfer and posting of all Group A officers and officers of DANICS serving in Delhi. In an unanimous verdict, a five-judge Constitution bench headed by Chief Justice DY Chandrachud had said the Lieutenant Governor (L-G) was bound by the decision of Delhi government over services apart from public order, police and land.
