A division bench of the Gujarat High Court on Wednesday indicated that it would begin framing charges for contempt of court on Thursday against officers responsible for controlling cattle menace after the bench termed the situation on the ground as “alarming”.
The report was compiled following directions by the High Court to the GSLSA in an order dated October 13. The report noted that stray cattle continue to be on the road, blocking traffic and posing a “danger to human beings”.
On Wednesday, government pleader Manisha Lavkumar Shah, representing the state, requested the bench of Justices AJ Shastri and Hemant Prachchhak for some time to go through the GSLSA report and respond appropriately.
Justice Shastri said he would post the matter on Thursday. “The reason is that the situation on paper might have improved, (but) the situation on the ground is quite alarming. Every day, we see in the newspaper, (and) apart from that, there is a detailed report (now) carried out by GSLSA…very sorry state of affairs. Therefore, tomorrow we will be constrained to take appropriate measures against the officers in charge of the department, we are making it very clear. No steps are taken,” Justice Shastri went on to remark orally.
During the hearing, the government pleader requested for a later date, submitting that it was only last week that the state designated officers responsible and to be held accountable for controlling cattle menace, it would take some time for meaningful action to reflect on the ground.
Justice Shastri, however, orally remarked, “We will be framing charges in view of this report. Practically no steps are taken and the situation is alarming.”
