The Gujarat government has launched a pilot project called the student-first school development scheme from this month in secondary and higher secondary government schools across the state. Under the scheme,introduced in 325 secondary and higher secondary government schools of which 100 are in tribal areas,an 11-member student committee will be the decision-making authority for expenditure in the school.
Under the project,students will have the freedom to decide what is required to make their school a better institute. This includes school infrastructure like furniture,books in library,upgradation of laboratories and even appointment of guest faculty.
Each student committee has been given Rs 1 lakh. The students have been given autonomy to prepare list of demands required for the school. The ‘student-first scheme has also been approved in the state assembly. It is assured this scheme will continue in the coming years as well, said commissioner of schools C V Som.
The teachers and principals will have no interference in the formation of the student committees. Also,students have the freedom to approach higher authorities like District Education Officer (DEO) if the demands were justified and are not met by the school principal, Som added.
Based on the outcome,the education department plans to implement this scheme in more schools next year. The state government has introduced the initiative in order to provide a solution to the standard laid-back attitude of teachers and principals.
As per Government Resolution on the scheme,the expenditure on students demands has to be met according to existing state budget rules. The schools are required to maintain a register of the expenditure.
