Chetawni rally death: Cops look at ‘planned murder’ angle

The death of a villager during the massive ‘chetawni rally’ on September 13,2010 in Hisar district, which resulted in a major commotion and registration of a case against the then superintendent of police,Subhash Yadav,on charges of murder has taken a startling twist. The Haryana State Crime Branch is now investigating the case from the angle of a “planned murder” and not result of firing by the police.

Sunil,a resident of Ladwa village in Hisar, was shot dead as gunshots were fired by the police to disperse an agitated mob during the rally organised by the All-India Jat Aarakshan Sangharsh Samiti at Mayyad village, near Hansi,on the National Highway 10. The protesters were demanding reservation in government jobs. Around 50 policemen and protesters were injured in the clash.

Booked on charges of murder,Subhash Yadav was immediately transferred out of Hisar. He is presently posted as Additional Inspector General of Police (Provisioning),Haryana.

The post mortem report of Sunil reveals that he was hit from a point-blank range. “The distance, from where the gunshot could have been fired would be between 3 and 6 feet,” says the report. The bullet was found in Sunil’s right shoulder. The report adds that the bullet entered Sunil’s abdomen on the left side and reached his right shoulder, piercing left lung, heart, right lung and finally getting stuck in the muscular portion of the right shoulder.

“It clearly shows that the bullet travelled upwards. It is not possible for a policeman, who was standing across the road,at least 15 to 20 feet away from the crowd of which Sunil was a part,to have fired a shot in such a direction. The bullet,if fired from a police weapon from the front, could have straightaway pierced the body, and had not travelled upwards. From the direction of the bullet,as revealed in the post mortem report,it appears that somebody pointed the gun in an upwards position went near him and shot Sunil from a close range,” said a senior Haryana Police officer.

The FIR registered in the case (translated version),however, reads: “On September 13,2010,there was a peaceful protest underway in Mayyad village on the issue of reservation for Jats. Around 12.30 pm,nearly 20-25 villagers, including Sunil, former sarpanch Rammehar Singh,Mahender,Sombir and Surender were sitting (at a place). SP Subhash Yadav reached the spot with the police force and started abusing them… After that, the police fired teargas shells and the SP took away the gun of a fellow policeman and opened indiscriminate fire. Many people were injured in the firing and a gunshot fired by the SP hit Sunil, which proved fatal for him. Legal action be taken against the SP (Hisar) and his associates.”
