Exiled Tibetan govt to recruit bureaucrats on IAS pattern

Closely on the pattern of the Indian Administrative Services (IAS),the exiled Tibetan government based in Dharamsala in Himachal Pradesh’s Kangra district,is set to launch a cadre of Tibetan civil servants in March.

Closely on the pattern of the Indian Administrative Services (IAS),the exiled Tibetan government based in Dharamsala in Himachal Pradesh’s Kangra district,is set to launch a cadre of Tibetan civil servants in March. The Tibetan government will call this new set of bureaucrats Tibetan Civil Servants (TCS),who will form a part of the exiled government’s Executive wing.

Over 100 bureaucrats will be recruited in two phases. To begin with,a batch of 60 officers will be recruited in the Central Tibetan Administration. Applications for the posts will be invited from across the globe in first week of March and selections made by March-end. After an examination,the selected candidates will work on probation for six months — on the pattern of one-year probation of IAS officers selected by the Union Public Service Commission in India.

Exiled Tibetan government’s Prime Minister (Kalon Tripa) Dr Lobsang Sangay said,“By March end,the process of recruiting 60 officers will be completed. Any Tibetan,settled in any part of the world,is eligible to apply for the post. Recruitments will be made by our Public Service Commission on the pattern of IAS officers.”

The selected officers will be trained in administrative functioning for six months,after which they will be appointed at Tibetan settlements across the world. Advertisements will be issued on websites,newspapers,TV channels to invite applications from the interested Tibetans.

“The postings will also be decided according to the officers’ areas of interest and expertise. Their educational qualification and experience will be taken into account and their postings will be decided on the basis of their skills,preference and intellect. The second phase will see recruitments of another 50 such officers,which will be completed by year-end,” Sangay added.

The exiled government’s Cabinet is called Kashag — the highest executive office of the Central Tibetan Administration. A secretary heads the Kashag Secretariat,which provides the Kashag with secretarial and administrative services. All decisions made in the Kashag are channelised through the Secretariat and are implemented by the respective departments and concerned offices. The Secretariat has political,liaisoning and administrative divisions with two sub offices — Planning Commission and Kashag Contingency section.

The newly recruited officers will report to the Cabinet secretary,also known as Kashag Secretary in Central Tibetan Administration (CTA). There are seven major departments of the CTA — religion and culture,home,finance,education,security,information and international relations and health. The selected officers shall be posted in these seven departments.

Tibetan spiritual head Dalai Lama had set up exiled Tibetan government on April 29,1959 and the first democratically elected Tibetan People’s Deputies took oath on September 2,1960. “The Tibetan government will raise its budget from an existing $22 million per year to around $50 million by the end of this year. The additional budget will be used to expand the Tibetan Administration and activities to raise awareness on the Tibetan issue,” Sangay said.
