‘For right price,Saji had no qualms in hiking commission’

Former NCB director Saji Mohan seems to have run his alleged drug racket akin to a professional business model. As per a co-accused,Saji had no qualms in increasing the commission he paid to his associates if they fetched the right price for the heroin.

The co-accused Naseeb Chand, who has been awarded ten years rigorous imprisonment and whose confessions led to the IPS officer’s conviction,says he was initially offered a lumpsum amount of Rs 50,000 to join the ring. As he showed little interest,Chand’s statement says Saji enticed him by offering Rs 50,000 per kg.

“I worked as an informer for many government agencies. In May 2008,Saji Mohan was introduced to me. He asked me to meet him in Chandigarh. In June,2008,I was called by Saji Mohan to house number 80,Sector 2,Chandigarh. In about an hour and a half long meeting,he promised me to pay Rs 50,000 if I sold heroin for him. I told him that the work was dangerous upon which Saji Mohan said that his name should not crop up,but if I was caught,he would manage my release,” Chand’s confession reads.

Chand goes on to add that he was offered Rs 1,000 just to find customers. “After 20 days,I met him and said that I could not find a buyer. Saji Mohan paid me Rs 500 and asked me to look again for somebody willing to buy between 10 to 20 kg of heroin,” the confession states.

Following this,Chand stated,he went to Amritsar and met Inspector Baljinder Singh of the Customs Department. He claims that he told Singh that an NCB official was ready to deliver Heroin for sale. Inspector Singh spoke to a superior,who sought samples. Chand stated that he went to Saji Mohan in August 2008 for a sample. Mohan gave him two small packets and told him that he would pay Rs 50,000 per kg to Chand.

“I took the sample to Amritsar and showed it to Baljinder Singh. He asked me to bring the contraband. To get them ,on August 28,2008,Baljinder Singh,a driver and an armed Constable accompanied me to Chandigarh. Singh dropped me near the NCB office and I met Saji Mohan who sent me to his residence where he later reached. Ten packets of Heroin were handed to me from a white box. I reached Sector 43,Chandigarh in an auto and I met Singh and we returned to Amritsar in the vehicle. On August 29,2008,I came to know that Singh had shown 10 kg Heroin as unclaimed seizure made on August 27,2008. Thereafter,I never met Saji Mohan,” Chand has confessed.

While Chand did retract his statements,the court declared that his statements could be relied upon as they were corroborated by other evidence on record.
