More than 70,000 applicants, who had shown interest in buying plots and houses in Himachal Pradesh in response to the demand surveys conducted by the Himachal Pradesh Housing and Urban Development Authority (Himuda) are free to claim their earnest money back,as the government was not in a position to acquire the land needed to carry out the project. However, those who wish to wait for the residential housing scheme to materialise, can to apply for a new scheme that Himuda rollled out in Solan and Sirmaur districts on Tuesday.

The scheme is open to every citizen of the country as “Himuda is exempted from provisions of Section 118 of the HP Tenancy and Land reforms Act-1972,a law that bans outsiders to buy property in HImachal without the state government’s permission,” said Himuda Vice-Chairman Ganesh Dutt.

Under the scheme,Himuda will construct flats and plots on freehold basis at housing colonies of Jarja (Nahan),Shubhkhera (Paonta Sahib) in Sirmaur and Bhtaloi Khurd (Baddi),Mandhala (Baddi) and Parwanoo in Solan district.

“As many as 50 per cent units under the scheme will be reserved for applicants registered under the demand survey, but only if they had applied for property in these places. The rest of the applicants will have an option to reclaim their earnest money along with interest,” said Dutt. Since Himuda was not in a position to get sufficient land at places notified under the demand survey, there was no option but to return the money,if the applicants desires so,he added.

To meet the demand for plots and flats,Himuda needed approximately 25,821 bighas of land in 59 towns for which demand survey was done in two phases. However, barring half a dozen towns, including Shimla,Himuda was not able to identify land or start negotiations with the locals to acquire their land for construction of flats and to develop residential plots.
