Hisar bypoll: EC sounds warning to Congress

Haryana Chief Electoral Officer Sumita Misra said that ministers will not combine their official visit with poll related work and make use of the official machinery.

With the announcement of the schedule for the Hisar Lok Sabha bypoll and the model code of conduct coming into force in Hisar,Bhiwani and Jind — the three districts comprising the constituency — the Election Commission (EC) has directed the Congress government not to give any cause for complaint regarding the misuse of its official position.

Haryana Chief Electoral Officer Sumita Misra said on Friday that ministers will not combine their official visit with poll related work and make use of the official machinery. Government transport,including official aircraft,vehicles,machinery and personnel,will also not be used for furtherance of the interest of the party in power.

Moreover,public places for holding election meetings and use of helicopters in connection with polling will not be monopolised by the party. Other parties and candidates will be allowed the use of such places and facilities.

Misra added that government accommodation will not be monopolised by the party or its candidates. But no party will use such accommodation as a campaign office.

Issue of advertisements at the cost of public exchequer in newspapers and other media and the misuse of official mass media during the election period and publicity regarding achievements with a view to furthering the prospects of the party in power will be avoided,she added.

The EC has also directed that ministers and other authorities will not sanction grants or payments out of discretionary funds or announce any financial grants in any form or make any promise of construction of roads,provision of drinking water facility or make adhoc appointments in government or public undertakings. In addition to it,there will be a total ban on the transfer of officers or officials connected with the conduct of the election. The ban will be effective till the completion of the election.
