Mohali become one of the four cities in Punjab where traffic e-challan system was launched on Thursday. Besides Mohali the only police district Amritsar,Jalandhar and Ludhiana were the three commissionorates where the new system was introduced.
The four cities were allocated 10 GPRS-enabled traffic e-challan terminals each for operation on a pilot basis. Punjab DGP Paramdeep Singh Gill launched the facility at a special function held at police station at Phase VIII in Mohali. He also inaugurated a new modern Police Control Room (PCR) established at a cost of Rs 1.8 crore.
Speaking on the occasion,Gill said the e-challan system will help keep track of traffic violations and update system database through online/offline mode to retrieve any kind of reports.
Under the system,police personal will issue challan on the spot and generate receipts electronically. The challan will carry all required fields and data inputs will be transferred to the central data online.
The hand-held device can also retrieve driving license history of the violator if he was involved in previous violations and can charge fine accordingly.
On entering the vehicle registration number,the device can connect with the central server carrying stolen vehicle records and prompt on-the-spot vehicle status,if stolen.
This way,the history of registration number and driving license can be retrieved on the spot, said the DGP. The e-challan application is comprehensive and flexible to integrate further with traffic police web portal,where locals can log in to get update and information regarding their driving license violations,he added.
While the fine will be collected on the spot in case of compoundable challan,in non-compoundable cases,the violator will be given date and time to appear before the competent court.
Meanwhile,the modern PCR that was thrown open was equipped with GIS/GPS based on automatic vehicle tracking system,electronic form management and integration with the digital land map of Mohali.
With the fully-computerised system,the PCR will control a fleet of GPS-enabled 33 motorcycles and 40 four-wheelers. Besides,the GPS has been installed in the vehicles of SHOs,traffic and other police officers for better monitoring and pooling of resources.
Having five each call taking and dispatching stations with supervisory stations for monitoring and feedback,the new PCR is connected to the State Command Centre in Chandigarh.
Its functioning is also monitored at the state-level. The DGP claimed that the new PCR will cut the police response time to distress callers to seven minutes. It has a provision to store voice and other data for a month and automatic recording of voice calls on loggers, he said. Additional Directors General of Police S M Sharma and R P Singh,Inspectors General Jagdish Kumar Mittal,R P S Brar,M K Tiwari,Paramjeet Singh Gill and Gurpreet Deo and Mohali SSP Gurpreet Singh Bhullar were present on the occasion.
