Nomination door to PCS closed

The Punjab government has decided that now onwards no official will be nominated to Punjab Civil Service.

The Punjab government has decided that now onwards no official will be nominated to Punjab Civil Service (PCS). They will be selected strictly on seniority basis and that,too,by a committee of officers which will be on the pattern of Union Public Service Commission (UPSC).

Till now,the state government had retained the power to nominate some officials from different departments directly to the PCS. The chief minister and the chief secretary could nominate five employees while the speaker,ministers,chief parliamentary secretaries,secretaries of departments and heads of departments could nominate one each.

Now onwards,officials will have to apply to the state government for promotion to PCS. Then,as per the seniority list,their annual confidential reports will be considered and it would be ensured that they are not facing any inquiry.

Some of the officials who may not be otherwise eligible,can also apply and they will have to pass a test by Punjab Public Service Commission,followed by an interview.

Sources said the modalities in this regard are being worked out as the government has taken the decision on broader parameters. The details are been worked out,as senior-most IAS officers and also the Chairman of PPSC are likely to head the committee,as it is likely to be framed on the same pattern as the committee formed by UPSC from promotion of PCS officers to IAS.

Sources said the state government had earlier been sending nominations to the PCS for its favourites,which included personal staff or kin of VIPs. The process has been challenged in the Punjab and Haryana High Court and the state government was told to formulate a policy in this regard by the court.
