Notices to Punjab,Haryana on transfers of SHOs

Petitioner,Advocate H C Arora,moved the High Court contending that such transfers were in violation of Supreme Court orders.

The Punjab and Haryana High Court today issued notices to the Punjab and Haryana governments on a public interest litigation (PIL) seeking action against senior superintendents of police (SSPs) of Punjab,who had been allegedly ordering transfers of station house officers (SHOs) before completion of a year.

Petitioner,Advocate H C Arora,moved the High Court contending that such transfers were in violation of Supreme Court (SC) orders.

Referring to as SC judgment,the petitioner submitted that a SHO could not be transferred before completion of a tenure of two years,except in compelling circumstances like initiation of disciplinary proceedings,framing of charges in criminal cases,conviction on criminal charges,retirement or promotion.

The petitioner submitted that he had received information regarding transfers of various SHOs,and noticed that on an average SHOs were being transferred within three to four months.
