The Vice Presidents office on Monday directed the Expert Committee,constituted on February 9 to select the Panjab University Vice-Chancellor,to continue with its work and recommend three names suitable for the post at the earliest.
With the tenure of the present V-C R C Sobti set to end on July 22 this year, Vice-President Hamid Ansari (the Chancellor of the University) constituted an Expert Committee with Justice (retd) Leila Seth as Convenor and Dr P Rama Rao and Ambassador I S Chadha as members to select three names suitable for the V-C post.
In April this year,however,the Chancellor had withheld the selection process,after objections were raised over the eilgibility of one of members in the Expert Committee. The Committee had been directed to stall the process till further instructions.
There have been some queries that the constitution of the Expert Committee is not in accordance with the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education 2010, reads the communication circulated by the Chancellors office in April.
On Monday,however,the Chancellor issued another communication stating: The advice of the Centre was sought in April on the matter of applicability of the said UGC Regulations to the appointment of the Vice-Chancellor of Panjab University,and the Expert Committee had been requested to await the receipt of such advice from the government before proceeding further. The Ministry of Human Resource Development has now said there are certain complications regarding the operation of UGC Regulations 2010 necessitating their reexamination and that the UGC has been requested to do the same.
Until such reexamination of the UGC Regulations 2010 could be carried out by the UGC,the Panjab University Act 1947,Government Notifications issued under Section 72 of the Panjab Reorganization Act 1966 and Regulations notified under Section 31 of Panjab University Act 1947 shall apply, reads the communication further.
Subsequently the Expert Committee has been directed to resume work,however,no date or minimum period for recommendation of names for the post of V-C has been specified for the Committee by the Chancellor office.
