Shuttling between Syndicate and committees,proposals lie pending at PU

At Panjab University,the adage that “there’s many a slip between the cup and the lip” seems to hold true. Even though numerous proposals are put forward by the authorities,most fail to be implemented. The reason: Once a proposal is sent to any committee for modification rarely does it return to the Syndicate or Senate for final approval.

Recently,a scheme to allow candidates to see their entrance test answersheet on the payment of Rs 10,000 was discussed in the Syndicate. After objections were raised by the Fellows on the high fee attached,the proposal was referred to a committee. Though the panel decided that the fee should remain the same but made refundable,the modified proposal has not been sent to the Syndicate for approval yet.

A case in point is the meagre scholarships given by the university. After a discussion in the Senate,a committee worked out the minimum scholarship amount as Rs 1,000. Any further action has,however,not been discussed in the Syndicate.

A proposal allowing students to write their PhD entrance exam in regional languages like Punjabi or Hindi is also awaiting a committee’s decision.

The Fellows and faculty believe the committees are the university’s method to avoid confrontations and decisions. A Fellow said: “When authorities want to delay doing anything about a particular issue,they refer it to a committee and the proposal is lost in paperwork. Not only proposals,many inquires are also pending with the committees.”

Even the scholars are not sure who is in charge — whether only governing bodies like the Syndicate and Senate can implement proposals or a committee can carry out the process.

Talking to Newsline,PU Fellow Prabhjit Singh said: “Many a times,proposals are not brought to the Syndicate for approval after modifications; the items are completely missing from the agenda. A factor that causes delay is that a scheme cannot be implemented unless the Syndicate and Senate both approve it.”

Vice-Chancellor Professor R C Sobti said,“Proposals involving money do take time. I will see to it that committees speed up work and come up with results as fast as possible.”
