State to make new seniority list of cops

Having failed to justify its decision,the Punjab government undertook to withdraw the existing seniority list of Punjab Police Service officers issued on December 16,2009.

Having failed to justify its decision,the Punjab government today undertook to withdraw the existing seniority list of Punjab Police Service officers issued on December 16,2009.

Appearing in person,as directed by the Punjab and Haryana High court on the last date of hearing,A R Talwar,Punjab Home Secretary,undertook to prepare a fresh seniority list. An undertaking to this effect was given by the Secretary,who was let off the contempt hook by a division bench comprising Justice Hemant Gupta and Justice Mohinder Pal.

The court has directed the state to prepare a fresh seniority list strictly in accordance with the law. On May 27,the High Court had summoned home secretary,Punjab A R Talwar to show cause as to why contempt proceedings be not initiated for “intentionally and willfully” not complying with the orders of the Supreme Court as well as the high court on the subject. On Friday,the officer was present in the court and on his behalf the counsel appearing for the state government submitted that there was no wrong intention in preparing of the seniority list. However,the contentions failed to convince the court. On the other hand,counsel for the petitioners,(promotee DSPs) Advocate D S Patwalia contended that the seniority list prepared by the State was faulty.

Seniority list of PPS officers was challenged by the promotee officers who had alleged that the seniority list,which had many flaws,was prepared to favour the directly recruited officers.
