After 11-month programme in MCD schools, 2/3rd students can now read, do basic maths

Nearly a third of students in classes III to V cannot read full paragraphs or do subtraction or division. Over the past 11 months, however, they have shown tremendous improvement in reading and writing, and performing basic mathematical functions, thanks to a special programme.

A class III student, as per CBSE guidelines, should be able to do simple division and read simple stories. According to data collected as part of the Mission Buniyaad programme — first implemented across Delhi government schools after the AAP came into power in 2015 and extended to municipal schools in 2022 — 68% students were able to read a paragraph and more, and do simple subtraction and more in the latest assessment cycle.

When they started in April last year, only around 30% were able to hit the benchmark (see box).

The assessments were carried out between last April and this February. At the time, the municipal corporation, in the absence of scheduled elections, was being run by officials. In December, AAP came into power in MCD, ending BJP’s 15-year rule.

As part of the programme, students are divided according to their learning levels at the outset. Instead of teaching them in their respective classes, they are divided according to five learning levels (see box). Between April and December, students were not sent to classrooms based on their age but based on learning abilities. As and when students’ abilities improve, they are shifted to a higher level.

Gaps in learning levels is a problem flagged by teachers and principals across middle and senior schools run by the government. Till the last financial year, students could not be detained in a class even if they did not score passing marks till they were in Class IX. From this year on, students can be detained in classes V and VIII.

“Several times, we get students who do not even know how to write their names. This is not their failure, but that of the system which has not paid enough attention to teach them the basics. This would also reflect in class IX results, the first serious exam they will face, where roughly half of them will fail,” said a Delhi government school teacher on condition of anonymity.

On Thursday, Chief Minister Arvind Kejriwal, held a meeting with municipal officials, Education Minister Atishi, Urban Development Minister Saurabh Bharadwaj, MCD Mayor Shelly Oberoi and MCD Commissioner. Plans to overhaul the infrastructure in municipal schools were discussed and funding requirements were laid out.
