CAG says report based on preliminary inspection

Even as the Enforcement Directorate decided against questioning Organising Committee chairman Suresh Kalmadi on alleged financial irregularities before the Commonwealth Games was over,the Comptroller and Auditor General (CAG),which came out with its CWG inspection report on Thursday,clarified that it is based on preliminary inspection and happens to be only a small part of the final report.

The CAG clarified that the inspection report only contains preliminary audit observations and findings,which are further sent to the head of the unit with a request to furnish responses. “On the basis of replies received,audit findings are either settled or further action for compliance is advised… Based on the responses received,selected audit findings are included in the Audit Report,which is approved and signed by the CAG for presentation in the Parliament,” the CAG office said in a press statement.

The CAG has clarified that the report on this audit is likely to be finalised next year.

Meanwhile,the ED has decided that Kalmadi should not be touched until the Commonwealth Games are over. An ED team is,however,likely to visit the Organising Committee shortly to scrutinise various contracts and permissions granted to them.

ED officials said sacked OC Joint Director General T S Darbari has denied any involvement in the alleged irregularities pertaining to the Queen’s Baton Relay (QBR) in London last year. Former DDG Sanjay Mohindroo,who had quit the OC three months ago,was also questioned by the ED earlier last week.

“While Kalmadi would not be questioned before the Games are over,we would question M Jeychandran shortly,” an ED official said. Jeychandran was also suspended as the Joint Director-General (Accounts and Finance) from the OC earlier this month,along with Darbari.

Jeychandran’s name had figured in the controversy around the QBR,for which a little-known UK firm called A M Films was allegedly handed out large irregular payments through the Royal Bank of Scotland.
