DDA extends deadline for final payment of flats in Dwarka’s Sector 19B

The deadline extension comes days after the Real Estate Regulatory Authority (RERA) took up for hearing various complaints related to the quality of flats being constructed.

The Delhi Development Authority (DDA) Tuesday extended the deadline for the final 25 per cent payment for flats in Dwarka’s Sector 19B till October 31.

However, if the allottees do not make the remaining payment before the stipulated time, they will have another month to complete their payments but with a 10 per cent interest. The DDA had initially set the deadline for final payments for August 29, but extended it by a month on September 5.

The deadline extension comes days after the Real Estate Regulatory Authority (RERA) took up for hearing various complaints related to the quality of flats being constructed.

The flats in Sector 19B were the DDA’s first segue into luxury real estate, launched just after Diwali in November last year. The project, which offered 14 penthouses, 170 Super HIG flats and 946 HIG flats via e-auction, saw an enthusiastic response from buyers.

However, flat allottees have maintained that the flats are nowhere near completion. Moreover, they complain that the quality of the flats’ construction is well below par for what is expected of luxury apartments. In a letter addressed to the DDA chairman on April 8 and another addressed to both the DDA and the Ministry of Housing and Urban Affairs (MoHUA) on June 15, the allottees detailed the poor construction quality of the flats.

The complaints included loose wall plaster crumbling when pressed by hands, weak cementing and brick quality, non-curing of cement, steel bars projecting from finished walls, improperly installed electrical conduits, glaring gaps between the wall and the door and window frames, cracks and seepage on ceilings, and loosely anchored railings on verandas, among many others.

On September 9, RERA took up the matter regarding allottees’ complaints against the quality of the flats. According to the RERA hearing’s order, a complainant had asked for a stay on further payments, directions for third-party audit of the quality of construction of flats offered, rectification of defects in the flat allotted to him, and action for misleading advertisement, along with other reliefs. The DDA has been given time till October 14 to respond.

However, in the DDA’s circular on Tuesday, the land authority mentions appeals from allottees requesting additional time for payments as their reason for extending the deadline.
