Delhi News Highlights: After Prime Minister Narendra Modi criticised the Delhi government for not joining the Ayushman Bharat scheme, AAP convenor and former Delhi chief minister Arvind Kejriwal responded, saying, “It is not right to speak wrongly on the issue of people’s health… every person living in Delhi gets complete treatment free of cost.” Earlier in the day, Modi had said, “I will not be able to serve you… because the Delhi and West Bengal governments are not joining the Ayushman Bharat scheme.”

Murmu to pay tribute, central Delhi traffic to be hit on October 31

Traffic in central Delhi will be affected on Thursday for President Droupadi Murmu's visit to Patel Chowk to pay a floral tribute to Sardar Vallabhbhai Patel on his birth anniversary, police said in an advisory.

Traffic will be restricted towards Patel Chowk from 4 am till the completion of the event, the advisory stated on Tuesday.

It said Murmu and other dignitaries would pay a floral tribute to Sardar Patel at 7 am on Thursday on his birth anniversary.

Sardar Patel's birth anniversary is celebrated as Rashtriya Ekta Diwas.

‘Pink ticket’ report: 77% of women in Delhi feel unsafe travelling in a bus after 5 pm

A recent report on the free public bus transport in Delhi shows that 45 per cent of women in Delhi never use the bus while 35 per cent of women ride a bus daily or three to five days a week.

Titled ‘Riding The Justice Route’, the report was released by Greenpeace India on Tuesday, the fifth anniversary of the Delhi government’s ‘pink ticket’ policy that made commuting on public buses free for women, after surveying the participants and assessing the impact of the scheme on their lives.

As per the report, one in four women have started using buses after travel was made fare-free. After the scheme’s introduction, 23 per cent of women have started using buses at least four times a week, and 15 per cent of women, who rarely or never used buses before the scheme, now use them regularly.

Dog kept in Noida creche dies, body found 5.1 km away from centre, probe launched after owner alleges foulplay

On October 4, Nivedita Ghosh, a resident of Mayur Vihar Extension in Delhi, left her five-year-old Spaniel, Milo, at a dog creche in Noida, Paws Point. Seventeen days later, when Ghosh returned from vacation, she was informed that Milo had run away while being taken for grooming.

On Thursday, October 24, Noida Police registered an FIR against the owner of Paws Point, Swati Sharma, after Milo’s body was found 5.1 km from the centre. The FIR was filed under relevant sections of the Prevention of Cruelty to Animals Act at the Sector 113 police station.

Upon their return from vacation, the family searched for Milo and found CCTV footage purportedly showing a man riding a motorcycle and a 14-year-old boy pulling the dog by its leash while riding pillion. The footage also showed the dog being thrashed. According to the complaint, both the man and the minor boy work at Paws Point.

Chaos in Ghaziabad court, lawyers clash with police

Lawyers and baton-wielding police personnel come to blows in a courtroom in Ghaziabad on Tuesday.

It was not immediately clear what led to the altercation at the District and Sessions Court complex in the Raj Nagar area here and there were no immediate reports of any serious injuries.

However, purported video clips of the incident doing the rounds on social media showed a large number of police personnel and lawyers in a confrontation in the courtroom.

CBI files charge sheet against principal commissioner of Income Tax in bribery case

The CBI has filed a charge sheet against a principal commissioner of Income Tax of Patna and four other people in connection with alleged bribery of Rs 10 lakh, officials said on Tuesday.

The agency has booked Santosh Kumar and four middlemen and conduits on allegations that they were receiving bribes from different income tax assessees under his jurisdiction, they said.

"It was also alleged that there were several conduits who were working on behalf of then principal commissioner of Income Tax (Patna and Dhanbad)," an official said.

Meth lab busted in NCR; Tihar Jail warden, Mexican national among 5 arrested

A meth lab having links to a Mexican drug cartel was recently uncovered in Noida and five people, including a Tihar Jail warden and two Delhi-based businessmen, were arrested in connection with it, the NCB said on Tuesday. In a statement, the Narcotics Control Bureau (NCB) said the lab was busted in the Kasna industrial area of Uttar Pradesh's Gautam Buddh Nagar district on October 25 and about 95 kg of methamphetamine, a synthetic drug, was found on the premises both in solid and liquid forms. The Special Dell of the Delhi Police was also roped in by the federal anti-narcotics agency as "the drug network has footprints across several places in the National Capital Region".

Man killed for objecting to nuisance outside his shop in Delhi, 2 juveniles held

A mobile repair shop owner was stabbed to death by two boys allegedly after an argument between them over creating nuisance outside the workshop in Moti Nagar, police said on Tuesday. The two juveniles have been apprehended, they said. The incident happened at around 11 pm on Sunday. Iqbal, a resident of Uttam Nagar, tried to stop the boys from creating disturbance outside the shop, they said. A verbal spat ensued between them and one of the boys stabbed Iqbal multiple times outside the workshop. His nephew, Abdul Mobin, rushed to the spot and took him to ABG Hospital, a senior police officer said.

A Delhi court on Tuesday granted permission to Aam Aadmi Party (AAP) Rajya Sabha MP Swati Maliwal to travel to the United States from November 2 to 15 to meet her ailing sister. Maliwal had also sought permission to attend the 79th Session of the United Nations General Assembly (UNGA) in New York.

Maliwal, who has been accused of allegedly abusing her official position as Delhi Commission for Women (DCW) chief to appoint people associated with AAP to different posts in the women’s rights body, had moved the Rouse Avenue Court on Monday.

Delhi News Live: HC grants bail to co-accused in PMLA case involving AAP leader Satyendar Jain

The Delhi High Court on Tuesday granted bail to two accused -- Vaibhav Jain and Ankush Jain -- in a case of alleged money laundering involving senior AAP leader Satyendar Jain.

Justice Manoj Kumar Ohri granted regular bail to the duo nearly 10 days after the former Delhi minister was granted relief.

A court had granted bail to Satyendar Jain, who was arrested by the Enforcement Directorate (ED) in May 2022, citing "delay in trial" and his "long incarceration".

The case pertains to allegations against Satyendar Jain of having laundered money through four companies allegedly linked to him. The Enforcement Directorate (ED) has claimed that Vaibhav Jain and Ankush Jain were business associates of the former Delhi minister and abetted the commission of the offence.

On September 30, the high court refused to grant default bail to them on the grounds that the charge sheet filed against them was allegedly incomplete.

Satyendar Jain was arrested on May 30, 2022, by the ED in the case. Ankush and Vaibhav were arrested on June 30, 2022.

The ED's money laundering case under the Prevention of Money Laundering Act (PMLA) is based on a CBI FIR registered against Satyender Jain in 2017 under the Prevention of Corruption Act.

Delhi News Live: Delhi AQI at 272, improves to 'poor category'

Delhi's air quality index (AQI), that was predicted to take a turn for the worse, bettered to go into the ‘poor category’. The AQI, according to Air Quality Early Warning System (AQEWS) at 9 am, stood at 272.

The recorded improvement from Monday’s 327 AQI in Delhi is due to slight increase in wind speed, the weather department officials said.

Further, AQI forecast say the air is expected to fall back into the ‘very poor’ to ‘severe’ range a day before Diwali, on Wednesday.

10 stations -- Anand Vihar, Alipur, Aya Nagar, Bawana, Jahangirpuri, Mundka, Narela, Wazirpur, Vivek Vihar, and Sonia Vihar -- were in the "very poor" category, while the remaining in the "poor" category.

According to the weather department, the wind speed was calm at 8:30 am.

The minimum temperature was recorded at 20.3 degrees Celsius, four notch above the season's average while the relative humidity was 85 per cent.

The weather department has forecast clear skies throughout the day, with the maximum temperature expected to reach around 33 degrees Celsius.

Delhi Environment Minister Gopal Rai launched the 'Diya Jalao, Patake Nahi' campaign on Monday, urging the public to avoid firecrackers to keep pollution in check.

Rai marked the campaign's launch by lighting diyas at the Babarpur Bus Terminal, stating, "Collective efforts from the public are essential to controlling pollution." He encouraged Delhi residents to celebrate Diwali with diyas, explaining that the campaign's twofold aim is to discourage firecrackers and promote the use of diyas.

Addressing attendees at the launch, Rai said, "Diwali sees a surge in pollution due to firecracker use, making Delhi's air dangerously polluted--particularly harmful for children and the elderly. The Delhi Government has initiated the 'Diya Jalao, Patake Nahi' campaign at Babarpur Bus Terminal to raise awareness about the cracker ban." "We are kicking off this campaign by lighting diyas, and it will continue throughout Diwali. Public participation is critical in managing pollution," he added.

'Want this generation not take wrong turn': HC asks DUSU candidates not to repeat defacement

The Delhi High Court on Monday directed the DUSU election candidates for an undertaking to not deface or mutilate any public property in future and granted them more time to finish cleaning up the mess created during election campaigning.

Chief Justice Manmohan and Justice Tushar Rao Gedela directed those students who had expressed "remorse" to file affidavits and photographs to show the removal of posters and hoardings from the Delhi University (DU) campuses and other areas.

"The candidates are directed to file affidavits along with photographs clearly showing they have removed all posters and hoardings, banners and graffiti and have taken steps for beautification of both the north and south campuses of the DU. They should also give an undertaking in future, they shall neither deface or mutilate any public property," the bench said.

Delhi News Live: Delhi Police issues traffic advisories ahead of Rashtriya Ekta Diwas

The Delhi Traffic Police has issued traffic advisories during the ‘Run for Unity’ event on October 29 and Rashtriya Ekta Diwas (National Unity Day) celebrations on October 31 to commemorate Sardar Vallabhbhai Patel’s birth anniversary.

The run will start tomorrow at 7.41 am from Gate No. 1 of Major Dhyan Chand National Stadium. Traffic authorities are expecting approximately 7,700 participants to reach the venue in buses as well as cars.

Police said traffic restrictions will be implemented near India Gate and C-Hexagon from 6.45 am onwards, potentially causing delays. The run will proceed towards C-Hexagon, turn right onto Radial Road opposite Shahjahan Road, and culminate at the Netaji Subhas Chandra Bose Statue.

Delhi News Live: BJP writes to Punjab CM amid worsening pollution in Delhi, calls for action against stubble burning

The BJP on Monday called on Punjab Chief Minister Bhagwant Mann to take immediate action against stubble burning in the state, citing the "increasing impact" of Punjab's crop residue fires on Delhi's air quality.

A delegation of Delhi BJP leaders led by state president Virendra Sachdeva went to Delhi's Kapurthala House to meet Mann and hand over a letter on the pollution issue.

However, the delegation could not meet the Punjab CM and submitted their letter through the Resident Commissioner of Punjab in Delhi.

The delegation included senior MLA and Leader of Opposition Vijender Gupta, MP Bansuri Swaraj, Manoj Tiwari, Ramvir Singh Bidhuri.

"We write to you today not with a political motive but as concerned and worried citizens of Delhi. As you may have read and seen, Delhi's AQI has already touched 400 and shows no signs of improving. And with the winter approaching, this problem looks to only get worse," the letter said.

The letter claimed that while incidents of stubble burning have reportedly decreased, the actual area burnt in 2023 rose by 26 per cent compared to 2022, reaching 19 lakh hectares.

Delhi News Live: Vasant Vihar stretch to be renamed 'Jamaica Marg'

A stretch in south Delhi's Vasant Vihar locality will be renamed Jamaica Marg, according to a proposal passed by the Municipal Corporation of Delhi (MCD) during a House meeting on Monday.

The stretch -- from B-9 Road at Vasant Marg (House No. 7, Vasant Marg) to B-8Street (House No. B-8/26), Vasant Vihar -- currently named Marcus Garvey Marg, in honour of Jamaica's first national hero and activist Marcus Mosiah Garvey, will be renamed Jamaica Marg, it said.

The proposed renaming of the street is seen as a symbol of strong goodwill between the two countries and their people. It aims to strengthen their bilateral ties and forge an unbreakable bond of trust and friendship of India with the Caribbean country, it stated.

Delhi News Live: LG grants prosecution sanction to ACB against five PWD engineers in graft case

Delhi LG VK Saxena has given prosecution sanction to the Anti Corruption Branch for an investigation against five engineers of the PWD in a corruption case related to construction work at government hospitals, Raj Niwas officials said on Monday.

The accused include two assistant engineers, three junior engineers of electrical division of Public Works Department (PWD) of Delhi government.

"The approval for investigation has been accorded against the engineers related to the FIR filed on May 6 this year. The scam involving works related to Delhi government hospitals was estimated to have caused a loss of Rs 200 crore to the government exchequer," officials said.

It was alleged in the complaint that the accused engineers helped in awarding tenders to companies favoured by them under the guise of emergent work at various Delhi government hospitals -- Lok Nayak, Maulana Azad Institute of Dental Science, GB Pant and Maulana Azad Medical College, they said.

In the inquiry conducted so far, it was found that the payments for them were cleared by the accused engineers using "forged bills", claimed the officials.

    Delhi News Live: Delhi Fire Services chief fully prepared to ensure trouble-free Diwali

    As the national capital gears up for Diwali, the Delhi Fire Services (DFS) on Monday said it is putting in place elaborate plans to ensure a trouble-free "festival of lights".

    The department has cancelled leaves and day-offs of its officers and staff for October 31 and November 1 to ensure maximum deployment and will be stationing fire-fighting equipment at 39 spots across the city.

  • "Around 3,200 firefighters will be on duty to tackle emergencies... we are fully prepared," DFS chief Atul Garg said.
  • "Casual leaves, earned leaves and day-offs of officers and staff have been cancelled for October 31 and November 1 to ensure that we have the maximum strength to deal with any fire-related emergency," he added.
  • Garg said the fire services control room usually responds to the maximum number of calls on Diwali and fire-fighters need to be on their toes at all times.
  • Officials of the fire department said the DFS will deploy a water tender each at 23 busy locations from 5 pm to midnight on both October 31 and November 1.
  • They said these spots have been selected based on an analysis of yearly fire-related calls during Diwali.

    Delhi News Live: Environment Minister Gopal Rai writes to LG V K Saxena, urging him to curb illegal sale of firecrackers

    With Diwali a few days away, Delhi Environment Minister Gopal Rai Monday wrote to Lieutenant Governor V K Saxena urging him to take immediate action against the sale and distribution of illegal firecrackers in the national capital. Delhi Sunday had recorded the worst Air-Quality Index (AQI) reading of 356 (‘Very Poor’) in the country.

    Despite a blanket ban on firecrackers in the capital, including its manufacturing, storage, sale, and usage until January 1, 2025, vendors were selling firecrackers in Delhi markets, said Rai. The delivery of firecrackers through online platforms is also banned in the capital. The Delhi Government imposed the complete ban on October 14.

    Delhi News Live: Bar Council of India removes 107 'fake' lawyers from its roll in Delhi

    The Bar Council of India (BCI) has removed names of 107 fake lawyers from its roll between 2019 and October 2024 in Delhi as a part of its ongoing drive to maintain "integrity and professionalism".

    "This decisive action is aimed at eliminating fake advocates and those who no longer meet the standards of legal practice. By doing so, the BCI has tried to continue to protect the public's trust and the legal system itself from unethical practices," read a BCI statement on October 26.

    BCI secretary Srimanto Sen said the names of 107 fake lawyers have been struck off from the roll in Delhi alone as part of its ongoing effort to maintain the integrity and professionalism of the legal community.

    "Between 2019 and June 23, 2023, several thousands of fake advocates were removed after a thorough investigation into their credentials and practices. These removals are largely due to issues of fake and forged certificates, and misrepresentation during enrolment. Besides, failure to actively practise law, and non-compliance with the Bar Council's verification processes also gets advocates' names removed from active practice," read the statement.

    President of Awami Ittehad Party & MP, Sheikh Abdul Rashid alias Engineer Rashid has surrendered to Tihar Jail after the tenure of his interim bail ended.

    His interim bail was extended till October 28 on the grounds of his father's health. He was earlier granted interim bail till October 2. The case pertains to a terror funding case registered by the National Investigation Agency.

    Delhi News Live: Greater Kailash to Vasant Kunj — Delhi reels under water shortage

    Several parts of South and Central Delhi will continue to reel under water shortage till November 1, with maintenance work on the Upper Ganga Canal and high pollution levels in the Yamuna hitting supply and affecting the functioning of two water treatment plants.

    The affected areas include prime locations such as Lajpat Nagar, Mayur Vihar, Laxmi Nagar, Preet Vihar, Greater Kailash, Vasant Kunj, Kalkaji, Amar Colony, Panchsheel Park, Sarita Vihar, Malviya Nagar, Geetanjali Enclave and several areas under the New Delhi Municipal Council (NDMC).

    According to the Delhi Jal Board (DJB), the Bhagirathi and Sonia Vihar water treatment plants (WTPs) are functioning only at 30% capacity and have to rely temporarily on the Yamuna. (Also Read)

    Delhi News Live: Man assaults Delhi cop who stopped him for riding bike with illegally modified silencer

    A man punched the station house officer of the Jamia Nagar police station after he was stopped for riding a bike with an illegally modified silencer, the Delhi Police has said.

    According to the police, on the night of October 26, Inspector Narpal Singh was on patrolling duty with other officers on Batla road when he noticed a bullet motorcycle heading towards Zakir Nagar market. “The bike was making a loud noise and was stopped by the SHO. On inspection, it was found that the silencer was illegally modified, in violation of the Motor Vehicles Act. The SHO then ordered the bike to be seized as per law,” Deputy Commissioner of Police (South East) Ravi Kumar said. (Read here)
