As part of her efforts to set her house in order after the BSPs poor show in the Lok Sabha elections,Chief Minister Mayawati told her ministers and senior bureaucrats that she wants quick improvement in the governance and delivery of services.
On Friday,Mayawati instructed her ministers and officers to complete all government schemes on time. She termed the meeting as Chetawani Baithak and said she would tour the state and review the development projects on the spot.
They were also asked to identify the anti-social elements and criminals who had turned contractors and middlemen and were siphoning off the funds meant for government schemes.
This is also seen as a move to prevent the entry of criminal-turned-politicians in the party for which the party had attracted much flak during the election campaign.
Mayawati made it clear that she would not like to see a tender awarded to a criminal. Also,the intelligence wing would keep a watch on the involvement of criminals in construction work. The ministers and the bureaucrats would be held responsible in case such elements were awarded a tender.
The chief minister gave special emphasis on improving the services provided by departments like social welfare,village development,irrigation,power,education,health,food and civil supplies. She also talked about her future plans to develop new cities to take the pressure off the big cities.
Mayawati asked her ministers to spend at least 10 days in the field to ensure proper implementation of the schemes of their departments. Besides,she announced a ban on transfers and postings. The ministers would seek permission from the office of the chief minister if they believed any transfer was mandatory.
Unlike in the past,she is now not a critic of the Centres National Rural Employment Guarantee Scheme. She emphasised on the proper implementation of the NREGA and directed the authorities concerned to ensure its benefits reach the poor, said an officer. She also expressed her concern on the mid-day meal scheme and asked her officials to ensure that the benefit of the scheme reaches to large number of children.
As for the Department of Food and Civil Supplies,Mayawati asked her officials to identify those Public Distribution System shop owners who indulge in corrupt practices. It is a clear indication that she intends to cancel the licence of such owners, said an official.
Mayawati directed the official to ensure that the poor people must get possession of the land for which an individual is given the patta. The officer in-charge has been given a months time to allot pattas for the surplus land of all gram sabha across the state.
Regarding health services,she said that she wont tolerate any laxity in the schemes that are meant for pregnant women. She was also keen on regular payment of scholarships to poor students.
On the second Sunday of every month,every minister and the principal secretary concerned would hold a meeting and review the development projects.
Thereafter,they are supposed to submit a detailed report to the chief secretary within five days.
Mayawati has called a meeting of all district magistrates and the superintendents of police on May 25.
