Rights panel puts govt on notice over rape cases

Taking suo motu cognisance of the “alarming” rise in rape cases in Uttar Pradesh,the State Human Rights Commission has issued notices to the government and the police,asking them to submit a detailed report about the incidents and steps taken to curb the rampant rise of the “beastly offence”.

SHRC member Justice Vishnu Sahai has issued notice to the chief secretary,principal secretary,home,director general of police and SP and SSPs of districts where rape cases have been reported in the last few days,official sources said here on Tuesday.

“I am constrained to observe that the alarming increase in the offence of rape has resulted in violation of fundamental right to life in which is implicit a life with dignity,of the victims,” he said in this order.

Justice Sahai said since the state is under an Constitutional obligation to protect the fundamental rights of women and of late there has been a spurt in offences of rape,he was of the view that this was appropriate case wherein the commission should exercise its suo moto jurisdiction.

Districts where notices have been issued to the SP or SSP include Kannauj,Lalitpur,Firozabad and Gorakhpur.

The commission has sought a detailed report about the incidents of rape in the districts and whether the accused have been arrested or not.

The commission has also sought a report from the chief secretary,principal secretary home and DGP on the measures which the state has taken or propose to take to curb “the rampant rise of the beastly offence of rape.”

Justice Sahai has fixed the date of hearing as June 30.
