The pressure tactics of Congress councillor Gurpreet Singh Gogi at the MC house meeting on Tuesday brought good news for city residents as Mayor Harcharan Singh Gohalwaria agreed that no development charges would be taken for issuing TS-1 certificate to the residents.
Not only the Congress,but it was a SAD-vs-SAD situation for the ruling party when MLA Simarjit Singh Bains from the SAD along with his group of councillors also started raising voice against development charges with Gogi. Ultimately,the mayor and commissioner had to say that no development charges would be taken while issuing the certificate.
Almost all the parties supported Gogi and said the developmental charges on issuing of TS-1 should be rolled back. I would like to bring it to the notice of the House that the issue of TS-1 has affected all,rich and poor, said Gogi.
On November 22 last year,MC Commissioner R K Verma had said to get Tax Superintendent Register Number 1 (TS 1),the residents would be required to clear all the dues with the MC,including water supply,sewerage,and would have to furnish no objection certificates (NOC) issued by those departments concerned. After submitting these NOCs,a TS-1 certificate would be issued.
Now the MC would refer the matter to the state government that would officially bring out a notification that no development charges are required on TS 1.
Change in clause
All the points of the house meet agenda presented by the SAD-BJP alliance was passed unopposed in the house but Congress and other councillors demanded a technical change in one of its clauses which said that proposals discussed by finance management and contract committee (FMCC) are presented for approval of house. Raising objections to it,Congress MLA Bharat Bhushan Ashoo said,FMCC committee is not yet formed and the power remains with the house to elect two members. So we told commissioner and mayor to write that house approval is in anticipation and not mention here FMCC committee as committee is yet to be formed. They cannot assume things and go on with the meetings of FMCC. However,all their proposals are approved. In addition to this,the proposal of auction of three sites in Kuliyewal,Bhamia road and Pind Haibowal was too put on hold due to some controversial points raised by opposition.

To avail loan from HUDCO line of credit of Rs 2,000 crore,development agenda includes:
construction of flyovers at Bharat Nagar Chowk,Bhai Wala Chowk,Sarabha Nagar Chowk,Jamalpur,widening of roads including Ferozepur road (NH 95),road along Buddha nullah,Humbran road
construction of railway overbridges at Dana Mandi and Pakhowal Road
augmentation of three sewerage treatment plants at Bhattian,Balloke and Jamalpur
cleaning of main sewer line by super suction machines and sewerage scheme under JNNURM in left-out portions
shifting of dairies to Gosain Kadaar Baksh village
improvement/construction of 54 primary/secondary garbage collection points in different zones of MCL
purchasing 5 truck-mounted mechanical road sweeping machines
construction of 2 new fire stations on Jalandhar road and Ferozepur road
development of unattended parks
Filling vacant posts including that of 38 firemen
Providing jobs to family members of deceased MC employees
Canal-based mega water supply scheme under IIT Roorkee
Implementation of water meter policy and self-certification scheme for buildings less than 200 yards
