The principal of Government Senior Secondary School, Jawahar Nagar (boys), has refused to obey transfer orders issued on February 26 this year even after inquiries conducted by the education department.
Following multiple complaints from teachers of the school, the district education officer (DEO) conducted inquiries and found that principal Jasbir Kaur allegedly sold practical notebooks from a particular publisher in school, bungled mid-day meal ration and asked for personal gifts from teachers. There were also discrepancies in the school welfare fund.
In August 2014, a chemistry teacher from Jawahar Nagar school filed a complaint against Jasbir Kaur. Other teachers followed suit.Three successive inquiries were conducted by the DEO last year on the basis of which transfer orders were issued this February.

In the reports (copies are with Newsline), the DEO has said that the principal sold practical notebooks from one particular publisher in the school. As per rule, students of government school can use practical copies from any publisher.
However, the principal issued ordered that practical copies of Rs 60 have to be purchased from one publisher (copies of the bills submitted to DEO for inquiry also with Newsline).
Copies of bills show one MGG Publication in Books Market Ludhiana supplied practical copies of maths, physics, physical education, etc for class 6 to 12 worth Rs 25,000.
Copies were supplied in classrooms and teachers were told to collect cash from students, said the complaint.
The DEO report further said that allegations that mid-day meal ration, vegetables and cheese, etc. were transported to her home were also true. Further, teachers also alleged that whenever they required leave, the principal would ask for gifts, ranging from clothes to cosmetics. They have submitted hand-written slips of goods demanded by the principal to DEO during the inquiry.
There was bungling in school welfare fund as money taken from students (who did not take admission later) of class 11 and 12 after selling prospectus during admissions of 2014 session was not submitted in the fund.
The principal joined this school in October 2013.
Despite transfer orders, Jasbir Kaur has refused to move to Government Senior Secondary School, Kila Raipur.
She met Education minister Daljeet Singh Cheema who was in the city on Saturday.
Teachers who submitted complaint also met the minister, who assured them that orders will be implemented.
“If she continues to work here, it will be difficult for teachers like us who have exposed her. The minister has assured us that she has to go,” said a teacher to Newsline.
Jasbir Kaur on the other hand said that “teachers have hatched a conspiracy against her”.
“I am a scheduled caste and that is why teachers from general category are framing me. I have told my side to minister and I will not leave at any cost,” she said.
DEO Paramjit Kaur said: “There is no caste angle in the episode and the inquiry has found the principal guilty of selling notebooks, bungling in mid-day meals, asking gifts etc.”
The education minister told Newsline: “Two officers will be put on special duty to ensure that transfer orders are implemented.”
