MSEDCL’s energy saving bid runs into roadblock

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) could have saved around 8,000 MW power in last 11 months. But it didn’t happen. Reason: Bachat Lamp Yojana,launched by Bureau of Energy Efficiency (BEE),could not be launched in February this year in Pune district.

The scheme has hit a roadblock as both the MSEDCL and the private firm involved in distribution of CFL lamps are blaming each other for delaying the project though none is talking about the issues openly. The issue of who will distribute the lamps is another issue delaying the project. The Bachat Lamp Yojana (Lamp Saving Scheme) runs under a tripartite agreement between the central government,private firm,Osram India Pvt Ltd,and electricity distribution companies of state governments.

Osram in association with the electricity distribution companies of respective state governments had distributed the CFL lamps. The scheme was to take off in Pune for which MSEDCL had signed a MoU with Osram Ltd. Around five lakh rural consumers were to get CFL lamps at Rs 15 each. Ajay Mathur,director-general of BEE,who was in the city on Friday,said the CFL lamps are ready and the scheme can take off immediately. “There are,however,some issues with MSEDCL which need to be sorted out,” he added. The role of the BEE is to monitor the scheme.

A senior officer from Osram,on the condition of anonymity,said the company was waiting for clearance from MSEDCL. “We have the material ready for a year now. Training for distribution of lamps is going on,” he said. Ram Dotonde,spokesperson of MSEDCL,said distribution of CFL lamps was not the responsibility of MSEDCL but of the private company. S P Nagtilak,chief engineer of Pune division of MSEDCL,said he would not like to comment as the headoffice of the MSEDCL was dealing with the issue.
