J-K CIC imposes Rs 25,000 fine on information officer

The Jammu and Kashmir Chief Information Commissioner has imposed a penalty of Rs 25,000 on a Public Information Officer at a university for not providing information to an RTI applicant. CIC G R Sufi imposed the hefty fine on Abdul Kabir Najar,PIO of Sher-e-Kashmir University of Agriculture Sciences and Technology,on a complaint filed by Nasar-ullah Shah,Sampat Prakash and others under the RTI Act.

The CIC found no reasonable cause for not providing information to the RTI applicant from October 1,2010 till date,an official spokesman said.

“Najar has been found defaulting in terms of Section 17 of State RTI Act as he has not provided the information even after the Commission was seized with the matter after having received complaint of the information seeker,” he said.

In his observation,the CIC noted that “the PIO is thus guilty of showing scant respect and total disregard to the provision of the Act which is mandated for bringing transparency in the system and society.”
