Only Kaithal DC follows CM’s instructions,spends night at village,to visit another today

Despite clear instructions from Haryana Chief Minister Bhupinder Singh Hooda to all the deputy commissioners (DC) and the superintendents of police (SP),urging them to spend at least one night every month in a village under their jurisdiction,only one DC has followed the orders so far.

Hooda had issued the orders on July 7 in a bid to strengthen the bonds between the administration and the general public.

Except for Kaithal district,where DC Chander Shekhar spent a night at Aahun village and held meetings with villagers,the panchayat and gram sabha,no other officer of the state,has taken such an initiative so far. In fact,Shekhar is set to spend another night at the Budha Khera village on Friday. He had announced that the Kaithal administration will hold such exercises twice every month.

In all,there are 21 districts across Haryana,where deputy commissioners and superintendents of police are posted. The instructions were issued to all the DCs and SPs,in a special meeting held here on July 7,which was chaired by Chief Minister Bhupinder Singh Hooda. The chief minister had ordered the officers,“to be easily accessible to the people,stay with them in rural areas,display Citizens’ Charter in all offices and ensure that no eligible beneficiary of any welfare programme is left out”. Hooda even added that “officers should hear people daily in their offices for at least one hour from 11 am to 12 noon and stay in the villages for at least a day in a month so as to redress their grievances promptly and understand their problems and local issues”.

Haryana Chief Secretary,P K Chaudhery assured on the behalf of officers that such instructions will be followed in letter and spirit. The ground reality,however,is far different.

“It is not that the instructions are not followed. None of the officer can afford not to follow the chief minister’s instructions,but such things take time. If it has not been done within a stipulated time of one month; it shall be strictly followed in the coming months,” a senior Haryana officer said,not wishing to be quoted. Despite repeated attempts,Haryana chief secretary was not available for comments.
