To provide access to existing and proposed colonies in Gurgaon,real estate developers will have to secure right of way (RoW) by purchasing land on their own from the land owners.
The Town and Country Planning Department has decided to form a three-member committee of developers for each sector to purchase land falling under the 24-m RoW.
These decisions were taken at a meeting called to find a solution to the right of way for residents of existing and upcoming colonies. Road connectivity has become a major problem for residents of licensed colonies.
The committee of developers will have to draw up a sector-wise schedule for land falling under the 24-m road. It will also identify licensed khasra numbers and determine ownership in the unlicensed pockets.
The committee has also been authorised to finalise sector-wise rates to be offered to land owners for purchase of unlicensed land parcels forming part of the 24-m RoW.
But it is not as if the committee has been vested all rights by the Haryana government a state committee will examine efforts made by the committee and ensure that land owners get their due. There is also the possibility that certain land parcels required under the RoW remain unacquired and this will require state intervention.
We have to be satisfied that the committee of developers has made enough efforts to acquire land required for the RoW. If there is still some hitch to complete the process,the government will step in as a last resort to acquire the balance unacquired land pocket and enable integrated infrastructure development along the 24-m RoW, an officer said.
The committee will also be responsible for preparation of design and estimates for deployment of integrated services and getting approval from the Haryana Urban Development Authority (HUDA),and for finalising a cost-sharing mechanism among existing licensees and those obtaining licences in future.
