The opposition on Thursday stalled the Question Hour in the Jammu and Kashmir Assembly protesting against introduction of a bill on inter-district recruitment.
Members belonging to BJP and JK National Panthers Party were also agitated over the issuance of Dogra Certificate to youths of Jammu enabling them to get recruitment in security forces by way of relaxation in height.
As soon as the House met for the day,Independent MLA Engineer Abdul Rashid asked the government to introduce a bill to ban inter-district recruitments which affect the Schedule Tribe community of Jammu.
But Parliamentary Affairs Minister Ali Mohammad Sagar said a consensus of all political parties was required on the matter.
When Minister for Medical Education R S Chib was replying to a question,Rashid,who had went close to the Well of the house,tried to stop him from answering.
Speaker Mohammad Akbar Lone then tried to persuade Rashid,but he continued with the protests. Sometimes later,the speaker directed the marshals to take Rashid out of the house.
Immediately after that,three other MLAs from Kupwara district — Choudhary Mohammad Ramzan,Kafil-ul-Rehman and Mir Saifullah — walked out of the house in support of the bill.
The speaker said the government should go for a consensus on the issue and it should also clear the suspicion,if any.
In the meantime,Sagar said there was no provision for issuing Dogra certificate by the government and added that the government will check the records about the assurance given by the previous governments in the house in this regard.
However,not satisfied with the reply,JKNPP and BJP members walked out of the house.
