Orissa pleads MHA to give more IPS recruits

The state government is planning to ask for at least 10 IPS from 2013 civil service exam.

Citing shortage of IPS officers in the State, Orissa has requested the Ministry of Home Affairs for at least 10 new recruits from the 2013 batch.

From a total 150 IPS officers selected in 2013 civil services examination, last month MHA allotted 5 to Orissa with UP getting the maximum 17 followed by West Bengal and Madhya Pradesh at 10 each.

In a letter to MHA, state director general of police Sanjiv Marik early this month had requested to allot at least 7 officers. Now the state government is planning to ask for at least 10 IPS from 2013 civil service exam.

Official sources said currently Orissa face shortage of 20 directly recruited IPS officers as 111 officers including one officer on inter-cadre deputation from AGMUT cadre are in poisition in the State. While 21 officers are on central and inter-cadre deputation, 9 officers are under training at Sardar Vallabhbhai Patel National Police Academy in Hyderabad.

What has made the state government’s position difficult is the prsence of only 81 officers in field against 103 posts. The State has also not been able to fill up the 57 promotional posts due to lack of eligible Orissa Police Service officers who can be promoted to IPS cadre.

In 2010 civil service exam, only 4 IPS officers were allotted to Orissa against a demand for 15 officers. Of them, one officer later joined Indian Railway Service. In 2011, Orissa got 4 against a demand for 12. In 2012, it got 5 against a demand for 8. Of the 52 SP cadre post, only 38 posts are available.

Incidentally, In May this year, Orissa had withdrew its recommendation for central deputation of then DGP Prakash Mishra citing shortage of IPS in the State. It however, later relented and allowed the 1977-batch officer to join MHA as special secretary(internal security).
