The Nanavati Commission probing the post-Godhra riot cases today told the Gujarat High Court that it has completed analysis of evidences and statements and is likely to finish its report in 3-4 months time. This information was submitted by the Commission in the form of a letter before a division bench of Chief Justice S J Mukhopadhaya and Justice A S Dave,which had last month sought information on the status of inquiry by the Commission. The order was issued last month while hearing an appeal by Jan Sangarsh Manch (JSM),an NGO representing some of the 2002 riot victims,against a single judge order for issuance of summons to Gujarat Chief Minister Narendra Modi and three others. The court had also asked the State advocate general (AG) to get information from the Commission if it proposes to summon Modi and others. But the Commissions letter submitted today before the court does not mention if it would be calling Modi or not. The matter was adjourned till March 22. The Commission in its letter has said that it has completed analysis of all evidences collected and statements recorded and was about to begin writing the report. It also said that process of writing the report was likely to take 3-4 months and by that time they hope to complete it. The Commission has said that it has probed about 4,145 cases which took place between February 27,2002 and May 31,2002. Nanavati Commission in September 2009 had disposed of JSMs application asking for summoning of Modi and others saying that they did not find justification in cross-examining them for the purpose stated by JSM in their application. The Commission had further stated in the order that allegations made in JSMs application were vague and based upon wrong or unwarranted assumptions. JSM had sought quashing of the Nanavati Commissions order in the Gujarat High Court and prayed that Modi and three others,the then home minister Gordhan Zadafia,health minister Ashok Bhat and DCP Zone 5,R J Savani,be called for cross examination with regard to the 2002 riots. A single bench of Justice K S Jhaveri dismissed its petition in November last year saying that the Commission has not completed its inquiry and still has power to summon Modi under Section 8(b) of Commissions of Inquiry Act. Following which JSM filed an appeal before a division bench where it sought quashing of Commissions order and issuance of summons to Modi and the three others for cross examination with regard to the 2002 riots.
