India on Wednesday unveiled a five-point plan to respond to the Pahalgam terror attack where militants killed at least 26 people and injured another 10. The Prime Minister Narendra Modi-led Cabinet Committee on Security decided to pause the Indus Water Treaty, rescind SAARC visas of Pakistan nationals, and ask those in the country to leave within 48 hours. India also declared the defence/military, naval and air advisors in the Pakistani High Commission in New Delhi as Persona Non Grata. Besides, the Integrated Check Post Attari will be closed with immediate effect and the overall strength of the High Commissions will be brought down to 30 from the present 55, it announced. Home Minister Amit Shah, Defence Minister Rajnath Singh, and External Affairs Minister S Jaishankar were present in the meeting.

Modi returns, Shah at terror site: PM Modi returned to India early Wednesday after cutting short his two-day visit to Saudi Arabia. A day after reaching Jammu & Kashmir, Home Minister Shah also travelled to Baisaran near Pahalgam and met the families of victims. Shah asserted that “Bharat will not bend to terror”. Separately speaking in Delhi, Defence Minister Singh assured the people of India of a “loud and clear response” to the Pahalgam terror attack, saying the government will “take every necessary step”. Singh also said the terrorists executed a “cowardly attack”, targeting a “particular religion”. Who claimed responsibility? The Resistance Front (TRF), a shadow group of the banned Pakistan-based Lashkar-e-Taiba (LeT) terror group, claimed responsibility for the attack on the tourists in Baisaran, an off-road meadow in South Kashmir’s Pahalgam. In January 2023, the Ministry of Home Affairs (MHA) declared the TRF a “terrorist organisation” under the Unlawful Activities (Prevention) Act for propaganda on terror activities, recruitment of terrorists, infiltration of terrorists and smuggling of weapons and narcotics from Pakistan into the valley. TRF began as an online entity in the aftermath of the abrogation of Article 370 and revocation of special status to J&K in August 2019.

Barely a week after Vinay Narwal and Himanshi started living the great Indian dream, hand in hand, it was over. All that remained was a chilling image that captured the horror of Tuesday’s terror attack in J&K: Vinay’s body stretched out on a brown patch in the picturesque Baisaran valley in Pahalgam; Himanshi seated, listless, nearby; a black backpack overturned.

In a video from the spot, Himanshi is heard saying, “I was eating bhel puri with my husband. A man came over and asked if he [Narwal] was Muslim. When he said no, the man shot him dead.” On Wednesday evening, as the last rites were being conducted at Narwal’s hometown of Karnal in Haryana, she said, “We never thought this trip would turn into a nightmare.”

Pahalgam Terror Attack LIVE Updates: Pakistan denies any role, India points out cross-border attack links

A day after 25 tourists and a local resident were killed in a terror attack in J&K’s Pahalgam, Pakistan claimed that it had “nothing to do with it” — a denial that left Indian officials unconvinced with initial investigations suggesting the presence of “foreign nationals” among the attackers.

Later, Foreign Secretary Vikram Misri underlined that “cross-border linkages of the terrorist attack” were brought out in the Cabinet Committee on Secu- rity (CCS) meeting Wednesday.

“We have absolutely nothing to do with it. We reject terrorism in all its forms and everywhere,” Pakistan Defence Minister Khwaja Asif told a Pakistani TV channel when asked about the deadliest terror attack on civilians in India since Mumbai 26/11.

Pakistan’s Foreign Ministry spokesperson said, “We are concerned at the loss of tourists’ lives in an attack in Anantnag district of…Jammu and Kashmir. We extend our condolences to the near ones of the deceased and wish the injured a speedy recovery.”

“Our guests are unfortunately returning to their homes wrapped in shrouds.” Speaking at the funeral of Adil Hussain, the only local killed in the Pahalgam terror attack, Chief Minister Omar Abdullah had this to say about 25 tourists from across the country being gunned down a day earlier.

The impact of the attack on Kashmir Valley became clearer on Wednesday, as tourists clamoured to take the first flight or train home and popular destinations saw a sharp drop in footfall.

Srinagar and several parts of J&K, meanwhile, observed a shutdown of schools and businesses to express solidarity with the victims. Senior government officials said “50-60%” of bookings for this season had been cancelled.

At Pahalgam, where the daily footfall is 15,000 or more, just 100-odd tourists remained on Wednesday.

Pahalgam Terror Attack LIVE Updates: Bodies of two Karnataka residents to reach Bengaluru early Thursday morning

The mortal remains of Manjunath Rao and Bharat Bhushan, two Karnataka residents who lost their lives during the Pahalgam terror attack Tuesday, are expected to arrive in Bengaluru in the early hours of Thursday.

Bangalore South MP Tejasvi Surya is accompanying the grieving families on their journey from Srinagar to Bengaluru. The group, which includes 13 family members of the deceased, is travelling from Srinagar to Delhi on IndiGo flight 6E 3203. The flight was scheduled to land at Terminal 1 of Delhi Airport at 7.10 pm on Wednesday.

Their onward journey to Bengaluru will be on IndiGo flight 6E 3101, departing from Terminal 1D of Delhi Airport at 1.10 am and arriving at Kempegowda International Airport, Bengaluru, at 3.45 am Thursday.

The bodies of both victims are being transported on the same flights. Arrangements for their funeral are expected to be made following their arrival in Bengaluru. Read Full Report

Pahalgam Terror Attack LIVE Updates: J&K police announce Rs 20 lakh bounty for info on terrorists involved in Pahalgam attack

Police on Wednesday announced a bounty of Rs 20 lakh for information leading to the neutralisation of terrorists involved in the gruesome killing of tourists in a Pahalgam resort of Jammu and Kashmir.

Twenty-six people, including 24 tourists, were killed when terrorists opened fire in Pahalgam on Tuesday afternoon. The horrific incident is the deadliest attack in the valley since the Pulwama strike in 2019.

The dead included two foreigners and as many locals.

"Any information leading to the neutralisation of terrorists involved in this cowardly act shall be rewarded Rs 20 lakh," Anantnag police said in a post on its official X handle.

The identity of the informer shall be kept a secret, the police added.

Earlier in the day, security agencies released the sketches of three men suspected to be involved in the terror attack. The men, all Pakistanis, are Asif Fauji, Suleman Shah and Abu Talha, officials said.

They had code names Moosa, Yunus and Asif and were involved in terror-related incidents in Poonch. The sketches were prepared with the help of survivors, they said.

From the pencil sketches, in black and white, they appear to be young and have beards. The Resistance Front (TRF), a shadow outfit of the banned Pakistan-based Lashkar-e-Taiba terror group, claimed responsibility for the attack on Tuesday afternoon.

As the only major cross-border water-sharing treaty in Asia, the Indus Water Treaty plays a crucial role in maintaining peace between two nuclear-armed neighbours. Despite the wars of 1965 and 1971 and various geopolitical tensions, both nations have consistently upheld the treaty.

However, Pakistan’s objections to two of India’s hydroelectric projects — the Kishanganga project on the Kishanganga River, a tributary of the Jhelum, and the Ratle project on the Chenab — have created ongoing tensions.     Pahalgam Terror Attack LIVE Updates: Why was India seeking renegotiation of Indus Water Treaty

    In July 2022, the Parliamentary Standing Committee on Flood Management and International Water Treaties presented its report, and observed that the Indus Water Treaty signed in 1960 was based on the available knowledge and circumstances of that time.

    It recommended that the Indian government take necessary diplomatic measures to renegotiate the treaty in light of present-day challenges such as global warming, climate change, water availability, and environmental impact.

    In August 2024, India formally notified Pakistan under Article XII (3) of the treaty, seeking review and renegotiation on the basis of present challenges such as population growth, climate change, and the alleged misuse of dispute mechanisms by the neighbouring country.

    Unlike the Ganga and Brahmaputra River systems, the Indus River system has the largest glaciated area and is mostly dependent on solid precipitation and glacier meltwater.

    However, current climate change is presenting challenges related to water availability and distribution in the basin. Given the risks of global warming, both India and Pakistan remain vulnerable to these changes.

    India and Pakistan signed the Indus Water Treaty on September 19, 1960 to ensure the distribution of waters of the Indus and its tributaries.

    It was signed in Karachi by then Prime Minister Jawaharlal Nehru and then Pakistan President Ayub Khan.

    In the context of the treaty, Pakistan became the lower riparian state – a place where the river ends – and India the upper riparian state – where the river originates.

    According to this treaty, India got exclusive rights over the three eastern rivers – Ravi, Sutlej and Beas – amounting to around 33 million acre-feet (MAF), or approximately 20% of the total water of the Indus river system.

    Pakistan got control over the three western rivers – Indus, Jhelum and Chenab – receiving around 135 MAF, or 80% of the total water.

    However, India can use the water of western rivers for specified domestic, non-consumptive and agricultural purposes. India has also the right to generate hydroelectricity through run-of-the-river (RoR) projects, subject to specific criteria for design and operation.

    Jammu and Kashmir has been the leading tourist destination for travellers from Maharashtra this year, with numerous tour operators offering specially curated packages.

    Pahalgam Terror Attack LIVE Updates: AIMPLB temporarily pauses Waqf protests

    The All India Muslim Personal Law Board (AIMPLB) on Wednesday condemned the Pahalgam terror attack and decided to pause its ongoing protests against the new Waqf law for three days in solidarity with the families of victims.

    The terror attack at a prime tourist location in Pahalgam in south Kashmir's Anantnag district on Tuesday left 26 people, mostly tourists, dead and several injured.

    The AIMPLB has issued a condolence statement and decided to temporarily pause its ongoing protest programmes, a statement issued by the Muslim organisation said.

    As a mark of solidarity with the bereaved families, the Board has suspended its campaign against the "controversial amendments" to the Waqf Act for three days starting April 23, the statement said.

    SQR Ilyas, national convener of the Majlis-e-Amal for the protection of Waqf under the AIMPLB, said in a statement that the terrorist attack in Pahalgam is deeply tragic and strongly condemnable.

    Pahalgam Terror Attack LIVE Updates: A kiss and a prayer

    Kissing the coffin of Navy officer Lieutenant Vinay Narwal, who was among those killed in the terrorist attack in Pahalgam on Tuesday, his wife, Himanshi, broke down, as the coffin was placed at the Delhi Airport on Wednesday afternoon.

    Pahalgam Terror Attack LIVE Updates: Encounter breaks out in Kulgam in J&K

    A gunfight broke out between terrorists and security forces in Kulgam district of Jammu and Kashmir on Wednesday, officials said.

    Security forces launched a cordon and search operation in Tangmarg area of Kulgam district following information about the presence of ultras there.

    An encounter broke out after the terrorists opened fire on the security personnel, they said.

    No casualties have been reported in the exchange of fire so far, the officials said adding further details were awaited. Earlier on Wednesday, two terrorists were killed as an infiltration bid was foiled along the Line of Control in Jammu and Kashmir's Baramulla district.

    The security forces are on high alert after Tuesday's terror attack in Pahalgam left 26 people, mostly tourists, dead.

    The Cabinet Committee on Security met in New Delhi on Wednesday evening under the chairmanship of Prime Minister Narendra Modi, a day after the dastardly terrorist attack in Jammu and Kashmir's Pahalgam killed at least 26 people and injured several others.

    Besides the prime minister, the Cabinet Committee on Security comprises Home Minister Amit Shah, Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar and Finance Minister Nirmala Sitharaman.

    Sitharaman is on her way back from the United States after she cut short her official visit.

    Prime Minister Modi returned early Wednesday from Saudi Arabia. He held a meeting at the airport soon after his arrival where he discussed the J&K terror attack with Jaishankar and National Security Adviser Ajit Doval.

    Foreign Secretary Vikram Mistry was also part of the meeting.

    Earlier in the day, Amit Shah visited Baisaran in Pahalgam, the site where terrorists struck on Tuesday evening, as well as the hospital where some of the injured were being treated.

    Prominent Muslim organisations on Wednesday strongly condemned the Pahalgam terror attack, with the Jamiat Ulema-e-Hind asserting that it is wrong to give a religious colour to the incident as terrorism is a "cancer" that contradicts Islam's policy of promoting peace.

    The terror attack at a prime tourist location in Pahalgam in south Kashmir's Anantnag district on Tuesday left at least 26 people, mostly tourists, dead and several injured.

    Imam Umer Ahmed Ilyasi, the head of the All India Imam Organisation, said the imams of more than 5.5 lakh mosques in the country will give a strong message against terrorism, along with praying for the victims of the Pahalgam terror attack, during the Friday prayers this week.

    "Prayers will be offered at mosques for the innocent people who have been killed in Pahalgam and their families. During the Friday prayers, the imam will give a strong message against terrorism during his khutba (religious sermon)," he said.

    Jamiat Ulema-e-Hind president Maulana Arshad Madani strongly condemned the cowardly terror attack in Pahalgam. He expressed deep sorrow and solidarity with the victims' families and prayed for the swift recovery of the injured, a statement issued by the Jamiat said. Madani said those who kill innocent people are not humans but "beasts".

    The Jammu region witnessed massive anti-Pakistan protests staged by mainstream political parties, socio-political and religious organisations on Wednesday, in the wake of a deadly terror attack in south Kashmir's Pahalgam tourist resort that has killed at least 26 people, mostly tourists.

    The protesters burnt effigies of Pakistan and raised slogans demanding that a fitting reply be given to the neighbouring country, terrorists and their supporters in Jammu and Kashmir.

    Congress workers clashed with police while seeking permission to take out a protest march in the city.

    Led by Bharatiya Janata Party (BJP) MLA Yudhvir Sethi, a joint protest march was taken out in the city's Satwari area by the saffron party, Vishva Hindu Parishad (VHP), Bajrang Dal and other social organisations.

    Raising slogans against Pakistan, its army chief, terrorists and their local support structure, the protesters demanded a befitting reply to the neighbouring country and its terrorist networks in Jammu and Kashmir. They also burnt Pakistan's flag.

    "We want a crackdown by security forces on terrorists and their local support structure. A befitting reply should be given to Pakistan," former Jammu and Kashmir minister Priya Sethi told reporters here.

    While narrating his group’s close call with the Pahalgam terror attack, which left 26 dead and many more injured, Deshmukh said they left Gulmarg Tuesday to reach Pahalgam at around 3 pm in two buses and an Innova, a multi-purpose vehicle (MPV).

    “We stopped to have lunch, but the Innova didn’t, and being a smaller vehicle, it quickly zoomed ahead. They witnessed the chaos there with the horses running around,” said Deshmukh, and claimed that the MPV was just 300-400 metres away from Baisaran, the tourist attraction at Pahalgam where militants opened fire at visitors.

    Pahalgam Terror Attack LIVE Updates: 7 additional flights from Srinagar on Wednesday; airlines waive off cancellation, rescheduling charges

    Following the terrorist attack on tourists in Jammu and Kashmir's Pahalgam, airlines IndiGo, Air India, and SpiceJet have cumulatively added seven additional flights from Srinagar on Wednesday for those wanting to return from the valley.

    According to information provided by the aviation ministry, additional flights have also been kept on standby to cater to further evacuation needs.

    The government has also passed on strict instructions to carriers to avoid fare surges on Sringar flights, and is actively monitoring airfares, which "are being kept at reasonable levels", according to Civil Aviation Minister K Ram Mohan Naidu.

    All airlines have also waived off rescheduling and cancellation charges on flights to and from Srinagar for a week. Initially, Air India and IndiGo had each announced two additional flights from Srinagar to Delhi and Mumbai for Wednesday, over and above their regular flight schedule from the city. Later on Wednesday afternoon, Naidu said that three additional flights were being added — two of IndiGo and one of SpiceJet.

    According to Naidu, between 6 AM and 12 PM on Wednesday, Srinagar Airport handled 20 flight departures with a total of 3,337 people flying out of the city.

    Pahalgam Terror Attack LIVE Updates: Kolkata man who died ‘had returned from US to spend time with family’

    Thirty-six-year-old Bitan Adhikari, who worked in the US and had returned to Kolkata to spend time with his wife and son, was among those killed in the terror attack on tourists in Pahalgam in Jammu and Kashmir on Tuesday.

    A resident of Patuli in Kolkata, Bitan was holidaying in Kashmir with his wife Sohini and three-year-old son.

    Arunachal Pradesh Governor Lt Gen KT Parnaik (retd) on Wednesday condemned the terrorist attack on tourists at Pahalgam in Jammu and Kashmir, which left 26 people including one from the state dead.

    Terming the killing of innocent people as a "barbaric act of cowardice", the governor said such attacks are a direct assault on the composite and inclusive fabric of India, which binds the nation in unity and diversity.

    On Corporal Tage Hailyang of the Indian Air Force, an Arunachal Pradesh resident who lost his life in the attack, Parnaik said the entire state stands united in mourning this irreparable loss, a Raj Bhavan statement said here.

    Joining the people of the state in mourning the loss of innocent lives, the governor offered prayers for the eternal peace of the departed souls.

    Parnaik, who served in Jammu and Kashmir including as the General Officer Commanding-in-Chief of the Northern Command, also wished a speedy and full recovery to those injured in the attack.

    He emphasised that targeting tourists not only disrupts peace and harmony but also strikes at the core of socio-economic development for the local communities who depend on tourism for their livelihoods.

    Reaffirming faith in the leadership of the nation, the governor expressed confidence that the perpetrators of this cowardly act will be swiftly identified and brought to justice. “Such acts of terror will not go unpunished. The resolve of our nation to stand united against terrorism remains stronger than ever,” he said.

    A preliminary investigation into the deadly attack on tourists near Pahalgam has revealed that at least four terrorists, clad in camouflage outfits, came to the Baisaran meadow and opened fire with American-made M4 carbine assault rifles and AK-47s.

    Some 50-70 used cartridges had been recovered from the incident site until Tuesday evening.

    It is learnt that the Centre plans to hand over the investigation from J&K Police to the National Investigation Agency (NIA).

    A source said the initial probe after recording the statement of victims and eyewitnesses revealed that four terrorists, including two believed to be foreign nationals, came in camouflage attire.

    “After reaching the meadow, the terrorists first held the tourists hostage at gunpoint and then asked all women and children to stay away. They fired from close range after inquiring about identities. They later resorted to indiscriminate firing,” the source said.

Airlines have been directed to maintain regular fare levels, ensuring that no passenger is burdened during this sensitive time, the official release said.

    Airlines have also waived ticket rescheduling and cancellation charges.

    Naidu also spoke to Home Minister Amit Shah and is monitoring the situation closely in coordination with relevant authorities. He has also directed all airlines to extend full cooperation for the transportation of deceased individuals to their respective home states, working in sync with state governments and local authorities.

    A day after a terrorist attack in south Kashmir’s Pahalgam left 26 people dead, the India Army said that it had foiled an infiltration bid by militants on Wednesday, killing two of them during a gunfight.

    The Army informed that three militants had tried to infiltrate into Kashmir through the Uri sector in Baramulla, leading to a gunfight.

    “On 23 Apr 2025, approximately 2-3 UI terrorists tried to infiltrate through general area Sarjeevan at Uri Nala, Baramulla (in north Kashmir),” the Chinar Corps said in a post on X.

    “The alert troops on the LoC challenged and intercepted the infiltrators, resulting in a firefight. The operation is in progress,” it added.

    Sharing an update regarding the situation, the Army further said: “Heavy exchange of fire between security forces and terrorists, two terrorists have been eliminated, infiltration bid foiled by the security forces in the ongoing Operation. Large quantity of weapons, ammunition and other war-like stores have been recovered from the terrorists.”

    On early Wednesday morning, Air India issued a travel advisory announcing that the airline will be operating two additional flights from Srinagar to Delhi and Mumbai on Wednesday on social media platform X.

    The flight from Srinagar to Delhi is scheduled at 11.30 am and from Srinagar to Mumbai is at 12 noon. Bookings for the flights are now open, according to the post.

    "All our other flights to and from Srinagar will continue to operate as per schedule. Air India is also offering complimentary rescheduling and full refunds on cancellations to passengers with confirmed bookings till 30th April 2025 on these sectors,' the post said.

    Indigo also announced that it will be operating two additional flights, to and from Srinagar, one each from Delhi and Mumbai, according to a post on X by the airline early Wednesday morning.

    "We have extended waivers for rescheduling or cancellations for travel until April 30, applicable to bookings made on or before April 22," Indigo said on X.

    “All the people who were planning to travel by road have cancelled their trips. Some people who were going by air called to cancel tickets, others must be trying to cancel online,” Sharma added.     Pahalgam Terror Attack LIVE Updates: What happened when terror struck Pahalgam’s Baisaran valley

    Tuesday started as a typical day at Baisaran, a picturesque meadow ringed by dense forests, in south Kashmir’s Pahalgam. Between 1,000 and 1,500 tourists were in the area, slightly less than usual.

    As the day passed, more tourists poured in. And then, all of a sudden, so did the terrorists.

    Vinay Bai, a resident of Gujarat, was just entering the meadow when the gunshots first rang out. “I was on a pony, about to enter Baisaran, when there were gunshots. People started to run for their lives,” an officer quoted him as saying. “As I tried to escape, a bullet hit me in the elbow. I don’t know where it came from.”

    Police officers who spoke to the survivors say they gave detailed accounts of how the attack unfolded. “Three to four men in ‘uniform’ descended from the dense forests. They asked for our names. We thought they were policemen,” an officer quoted a woman survivor as saying. “Suddenly, they opened fire on the men and left the women unharmed. They shot some of the men from point-blank range.”

    Pahalgam Terror Attack LIVE Updates: Jammu region on high alert, protests break out in several locations after attack on tourists in Pahalgam

    Jammu region has been put on high alert, and protests have broken out in several locations on Tuesday after the militant attack on tourists in south Kashmir’s Pahalgam earlier in the day.

    The area where the attack took place is adjacent to Kishtwar district’s Chatroo area, where security forces and the police had on April 10-11 killed three militants, believed to be foreigners. A large quantity of arms, including M-4 and AK series rifles, ammunition and explosives were seized from them.

    Expressing concern over the killing of tourists in Kashmir, the Jammu Chamber of Commerce and Industry, the main organisation of traders and industrialists, has given a call for Jammu bandh on Wednesday.

    While people in Doda town held a demonstration and burnt effigies late in the evening, the Kishtwar unit of Sanatan Dharam Sabha gave a call for bandh on Wednesday in protest against the attack. Read Full Report

    Andhra Pradesh Chief Minister N Chandrababu Naidu and opposition leader YS Jagan Mohan Reddy on Tuesday condemned the terrorist attack in Jammu and Kashmir, which claimed the lives of multiple tourists.

    Pahalgam Terror Attack LIVE Updates: ‘My husband was suddenly hit by a bullet’: Odisha man on vacation with wife, son among Pahalgam attack victims

    A tourist from Odisha’s Balasore district was killed in the militant attack in south Kashmir’s Pahalgam on Tuesday, in which at least 26 people were killed.

    The man was identified as Prashant Satpathy (43), from Remuna in Balasore, who had gone to the Valley on a holiday with his wife, Priyadarshini, and nine-year-old son on April 19.

    Satpathy worked as an accountant with the Central Institute of Petrochemicals Engineering and Technology (CIPET), Bhubaneswar.

    Priyadarshini told The Indian Express that her husband got bullet injuries on his head as they were alighting from a ropeway.

    “We couldn’t understand what happened as my husband was suddenly hit by a bullet. There was chaos all over,” she said.
