Home Secretary Deepak Kumar today said here that as prohibitory orders are in force in Aligarh,any decision to arrest Congress General Secretary Rahul Gandhi,would be taken by the district administration as per the conditions prevailing there. "If the local administration finds that there are chances of breach of peace and order,they can take a decision in this regard as per their wisdom," he said. On the second day of his footmarch in Uttar Pradesh Rahul Gandhi is headed towards Aligarh with district administration saying that his 'kisan padyatra' would be a violation of prohibitory orders in force if it enters the area. The Home Secretary said that permission has been given by the district administration for holding the 'Kisan Mahapanchayat" in the district. To questions regarding the recent guidelines issued by the government for holding of demonstrations,he clarified that permission in this regard by all was customary. "As per the guidelines,the permission once granted could also be withdrawan as it is conditional," he added.
