Warning stringent action against those students indulging in ragging at educational institutes,the Uttar Pradesh government has issued an order completely banning the menace.
“The government order (GO) completely bans ragging in educational institutes. Those found involved in this will be expelled from college,” Principal Secretary,Higher Education Kamran Rizvi said in Lucknow.
Educational institutes have been asked to mention in their prospectus about the anti-ragging provisions available,the official said.
He said that as per rules,senior students would not be allowed to meet their juniors after 9 pm for the first three months of their semester.
“We are trying to create an atmosphere where public comes forth against the menace. If ragging is reported from institute,which has been made accountable to prevent it,their accreditation/NOC could be cancelled”,he said.
In one of the latest incidents of college ragging,a first year engineering student from Kashmir died after being beaten up by his seniors in Himachal Pradesh last week.
“As per the order,action inititated against those involved ragging should be sent to the Government by institutes and a fortnightly report in the first two months of the session would have be to made available to the departmental secretary”,he said.
Ensuring that institutes should also shoulder the responsibility when such incidents occur,the official said they should inform police and the district administration promptly.
“Police will also coordinate with education institutions and deploy personnel without uniform on campuses to keep an eye on ragging activities,if any”,Rizvi said.
Advising educational institutions to increase height of hostels of newcomers,the stringent new regulations order these to be contructed at some distance from hostel of senior students.
The hostel warden and staff will also be told to keep an eye on visitors and keep details of three local guardians with them along with their photographs,he said adding,that the objective of the exercise was to prevent senior students from entering hostels to rag.
“Keeping a head count on hostel inmates at night will also be included”,he said.
