Naidu govt wants to encourage private universities to set up campus in Andhra Pradesh: Nara Lokesh

The Chandrababu Naidu government is keen on encouraging private universities set up campuses in the state, Andhra Pradesh’s Minister for Education, IT and Electronics Nara Lokesh Naidu told state Assembly Wednesday as he introduced the Establishment of Private Universities and Regulation Second Amendment Bill-2025.

The Bill, which was passed in the House Wednesday, is an amendment to the Andhra Pradesh Private Universities Act of 2016 — a law aimed at helping private varsities set up campus in the state. Tabling the Bill in the ongoing Budget Session, the state’s Minister for Education, IT and Electronics Nara Lokesh Naidu said the state government was keen on encouraging private universities to set up campus in the state.

The minister also told the House that universities such as the Vasireddy Venkatadri Institute of Technology’s (VVIT) – an engineering college in Guntur – had asked to be allowed to convert into a ‘Brownfield University’.

Significantly, the Andhra Pradesh Private Universities Act of 2016 defines ‘Greenfield universities’ are new universities and ‘Brownfield Universities’ as existing colleges into varsities under certain conditions.

“The VVIT wants to be converted into VVITU under provisions of 2016 legislation… They own 50 acres of land and 4,75,278 feet build-up area besides having a Centre of Excellence and incubator. It also has 11 under-graduate and post-graduate courses along with 700 staff members with a student strength of 9,200. This society is ready to invest heavily,” the minister said, adding that there was a need to amend the act whenever a new university comes into being.
