PUNE, Oct 8: Come October 26 and bureaucrat-turned-activist Avinash Dharmadhikari will launch a campaign against government officials “calling for explanation” for failure to tackle cases within a time frame.

“I have already written to the divisional commissioner, municipal commissioner, police commissioner, district collector and district superintendent of police (rural) notifying them of our intention to issue notices to public servants under Section 80 of the civil procedure seeking an explanation for not completing the work of the affected people within specified time, he told media persons here today.

He said a notice is sent to the chief secretary with a copy to the district collector, demanding explanation in a particular case. This is the starting point of a disciplinary inquiry. The collector has to reply within 60 days. If he fails, the case will be routed through the People’s Action Committee. The campaign will continue from October 26 to 29. Twenty counters will be set up.

The official concerned is liable to held personally responsible for the delay, he said.
