The bureaucracy in Assam faces the brunt of the government’s austerity drive. Officers have been banned from using mobile phones and engaging peons with immediate effect from Wednesday.

A memorandum issued by the government said no officer except the chief secretary and the DGP can take any escort or pilot vehicle. Those facing security risks would be allowed escort vehicles only when they go out of Guwahati, provided the Home Dept or police clear it.

Officers have been debarred from attending training courses, seminars or workshops abroad at state expense. Purchase of new vehicles, ACs and other gadgets have been banned. Officers holding more than one post have been also directed to use only one vehicle, while a ten per cent cut in fuel expenses has been announced.

Other steps, include a ban on creation of new posts and abolition of all posts, lying vacant for over a year, within a month.
