The UP police on Saturday filed a chargesheet against BSP MLA Shekhar Tiwari and nine other accused in the sensational killing of a PWD engineer in Auraiya."Ten accused, including BSP MLA Shekhar Tiwari have been chargesheeted in the (PWD engineer Manoj Gupta murder) case. Of the 10 accused, six including Tiwari have already been arrested," Uttar Pradesh Director General of Police Vikram Singh said.All the main accused except Yogendra Dohore alias Bhatia, Hoshiyaar Singh, former station house office of Dibiyapur police station, and drivers Devendra and Santosh have been arrested.Gangsters Act and National Security Act have been slapped on the accused."The police have already declared a reward of Rs 2,500 on Dohore alias Bhatia. Attachment procedures and reward announcement on Hoshiyaar Singh is being worked out. The background of every accused is being thoroughly investigated," said Singh.Gupta, 48, was killed on December 24 allegedly after he refused to give a ‘huge sum’ to Tiwari for Mayawati's birthday celebrations, a charge denied by the UP government.An autopsy showed that Gupta was subjected to electric shocks and mercilessly beaten leading to a fatal brain haemorrhage."Concrete evidence including verbal, circumstantial and scientific have been collected by investigators," the DGP said.On the motive of the crime, Singh claimed that Shekhar had ‘confessed’ that he wanted Gupta to give some contract work to his associates."The MLA was also angry with Gupta because unlike his predecessors, he never came to meet him nor provided him with money to the tune of Rs 50,000 to 70,000 that was demanded frequently," the DGP said."Gupta was also not clearing the bills of some contractors, who used to provide money to the MLA on a regular basis," he said.Singh said a wooden baton and the electric wire believed to be used in the crime besides the piece of cloth used to wipe blood stains have been recovered.Describing the sequence of events leading to the murder of Gupta, the DGP said, "On the night of Dec 23, 2008, BSP MLA Shekhar Tiwari along with his men came to Gangotri Guest House in Gail Vihar colony between 10.00 pm to 11.00 pm, where they consumed liquor.”"After this the BSP MLA left for Gupta's residence in two vehicles," said Singh.Guard Jaiveer Singh and cook Ramesh Chandra Rajput were told to identify Gupta's home. The MLA then forcibly entered Gupta's house and locked the wife of the engineer in a bathroom. "Gupta was badly beaten and was given electric shocks by Yogendra Dohore and Vijay Tiwari. The post-mortem report confirmed fractures, injury marks and tell-tale signs of electric shocks at five places on the body," said the DGP.On the role of the dismissed Station House Officer Hoshiyaar Singh, the DGP said, "He was in regular touch with the MLA at the time of crime and had also failed to take prompt action when the body was dumped at the police station."The DGP said that Hoshiyar has been charged with criminal conspiracy and connivance in the crime.On Hoshiyar's claim that the murder was due to an extortion demand for the birthday celebrations of BSP chief Mayawati on January 10, the DGP rejected it as an ‘excuse’ and said he should appear before the police and given his statement.The DGP said that so far there has been ‘no confirmation’ of criminal conspiracy in the crime and said that all options including the narco analysis test of the MLA were still open.On the role of MLA's wife Vibha, who alongwith four others has been accused of being involved of criminal conspiracy, he claimed that she was present at the time of crime as well and visited it later to destroy the evidence and had also been in touch with Hoshiyar.
