The Manmohan Singh Cabinet tonight approved the ruling coalition’s policy paper as the National Common Minimum Programme and decided to set up a National Advisory Council to ensure that its objectives are fulfilled.The council, chaired by a Cabinet minister, will have 20 members to oversee the effective implementation of the NCMP, an official statement issued after the meeting said. Each ministry would have to outline the programmes along with its financial implications besides roadmaps for proposed legislations.The ministries will consult the Planning Commission and the ministries of Finance and Law & Justice. Each ministry will develop a monitoring and reporting mechanism to fulfill its objectives.
