In a move that will dramatically change the way circuses are run in the country, the Ministry of Environment and Forests has proposed to classify them as zoos by amending the Wildlife (Protection) Act.

The amendment, which is awaiting presidential assent, expands the definition of zoos to include circuses and rescue centres, Central Zoo Authority Member Secretary P.R. Sinha told a group of zoo directors and foresters at Arignar Anna Zoological Park here yesterday.

The officials were in the city for a 10-day learning programme on Endangered Species and Zoo Management.

As a result of the amendment, like a zoo, a circus will no longer be able to operate without obtaining prior permission from the CZA, which has powers to recogonise or derecognise zoos.

‘‘The existing Act excludes circuses from the definition. The amendment will not only bring down cruelty against animals but will also make quality of life better for them, as they are generally housed in appalling conditions,’’ Sinha said.

During a discussion with zoo directors, the Member Secretary asked them to avoid importing exotic animals. ‘‘They are brought here only for display. But zoos are education resource centres, not exhibitors of animals. Animals live better in natural habitats. If we decide to breed them in captivity, we should justify it with reasons like conservation,’’ he said.
