PUNE, Oct 4: India should take the lead in creating a sub-continental order a political space short of a federation that will make the nations of the sub-continent act as a collective association, said Lt. Gen. Ashok Joshi (retd) here yesterday.
Delivering the Savarkar memorial lecture on Quest for development and power in the Indian sub-continent’ at the University of Pune, Lt. Gen. Joshi said such an arrangement would mean that political incompatibilities should be resolved or laid to rest using the currency of power, that is, through exchange of prizes.
“Realisation of geopolitical potential of India in sub-continent will bring maximum benefit to the country, but others will not be bereft of their shares,” he remarked.
Lt. Gen. Joshi observed that National Security Council Staff (NSCS) could be mainly concerned with the larger periphery of the security, the field in which they could do creative work. “They should be the main spring that keeps pushing the government with periodic appraisals and reports,” he said.
Further he remarked, NSCS should be peopled by experts in their own fields including services, and not bureaucrats. “Most important of all, they should work on the security doctrine. Creation of such a doctrine and its updating is a gigantic task. But without it, there is no escape in modern war”.
