The Congress is preparing to adopt a spirit of accommodation for a cross-section of opinion on foreign affairs, especially in case of a broad-based coalition at the Centre after the 2004 general elections.In that direction, the party is planning to resurrect the concept of non-alignment as foreign policy at the Shimla brain-storming session to be held next month. While there is no structured discussion on foreign affairs, the Congress is working on a draft paper on foreign policy which would be discussed by the committee on political challenges in Shimla.The committee, headed by senior party leader Arjun Singh, has on board foreign policy experts like Natwar Singh, Mani Shanker Aiyar and J.N. Dixit. It is also said the party is wary about making controversial commitments on tricky foreign policy issues such as boundary disputes with China and Pakistan.
