Prime Minister Vajpayee is ‘‘utterly tired and demoralised’’, the Congress said on Wednesday, adding that voters must assess his efficiency. ‘‘Judging from the speeches. he seems to be utterly tired, demoralised and confused,’’ said spokesperson Jaipal Reddy. ‘‘The PM may be tired because of his age or long standing in public life.
