Indicating that J-K Governor G.C. Saxena may invite the Congress to form a government if it stakes a claim, Deputy Prime Minister L.K. Advani today said that given the fragmented Assembly it would be difficult to have a stable government in the state. ‘‘Any party that’s reasonably close to a majority should be called to form the government. If Congress stakes claim, it should be allowed to prove it in the Assembly. The Raj Bhavan is not the place to prove majority,’’ he told media persons on way to Ahmedabad.

However, he was quick to add that it was the Governor’s prerogative to take a decision. ‘‘Who ever it is, it is not going to be easy to have a stable government,’’ he said.

The Deputy PM reached Gujarat along with BJP chief Venkaiah Naidu and party leader Arun Jaitley to attend a crucial meeting of the Campaign Committee to work out the ‘‘nuts and bolts’’ of electioneering. ‘‘The situation in the state favours the BJP. Now we just have to build on it by having all nuts and bolts in place,’’ said a party leader.

The four-hour-long meeting held at the Gandhinagar residence of Keshubhai Patel, Chairman of the Campaign committee, and also attended by CM Narendra Modi finalised the tasks for various party leaders.

‘‘The Modi government has already prepared the ground with a publicity blitzkrieg, now we have to make sure that we sweep the polls,’’ he said. The plan discussed was to allot each district to a senior party leader who will spend 10-12 days there, nurturing it and campaigning extensively.‘‘However, there might be certain leaders — our star campaigners — like Sushma Swaraj who may be in demand in the entire state. We are working out the details,’’ he said. This was the second meeting of the Campaign Committee but only the first attended by senior leaders like Advani and Naidu, indicating that the state was warming up to the elections.
