PUNE, Nov 24: To bring order in educational institutions, the office of deputy director of education, Pune region is gearing up to launch a massive “surprise inspection drive” of the junior colleges in Pune, Solapur, Ahmednagar and Raigad districts from next week.

Casting off its routine format of “customary visits,” the department has vowed to streamline the functioning of junior colleges, some of which have been found to be administering the education only on papers. The department has already called for the list of official holidays from all the colleges in advance so that the staple reason of “local holiday” are not given by the “paper existent” colleges, most of which are in the rural segments of the region.

Twelve panels, three in each district headed by an equal number of education officers from primary, secondary and adult education departments respectively, will carry out the inspection drive. In addition, two common panels, one headed by the deputy education director and other by the assistant education director will conduct the random inspection of junior colleges.

Each panel will comprise senior expert teachers from all subjects taught in the junior colleges who will ascertain the standard of education imparted to the college students. This will include a thorough examination of the mode of teaching and aptitude of the teachers such as subject planning and teaching skills.

“Even the general performance of the teachers will be taken into account during the inspection drive,” S Z Khatib, assistant director of education (Pune region) told The Indian Express. The department is not content with stopping the buck at this stage alone as it plans to crack a whip on colleges not maintaining official records.

The inspection panels will check registers including the cash transactions. “Also, office records will be checked whether the service records of the teachers have been maintained or not as in many cases the teachers are not given their due share of service benefits on time,” said Khatib. To pin down cases examination records will also be checked. “This will bring to light the cases of colleges which are not conducting tutorials in time or have not distributed the results on time,” said Khatib.
