BANGALORE, December 24: Even before the Election Commission of India issues a notification for the coming Lok Sabha elections, a local Muslim organisation in Bhatkal, a communally sensitive area in the South Canara Lok Sabha constituency (Karnataka), has issued a fatwa asking Muslim candidates to seek permission before filing nominations for the Lok Sabha elections.
