New Delhi, Dec 19: The Government today moved the Juvenile Justice (Care and Protection of Children) Bill, 2000 in the Rajya Sabha proposing to introduce Juvenile Justice Board and a better and humane approach in handling delinquents and destitute children.

Moving the Bill, Minister of State for Social Justice and Empowerment, Maneka Gandhi said it aims for the proper rehabilitation of the abandoned and destitute children including their adoption.

When the Minister pressed for passing the Bill on Tuesday itself, Ranganath Mishra (Cong) said though he supported the legislation’s aim, there were several mistakes in the drafting of the Bill which needed to be corrected.

Gandhi said several eminent jurists, lawyers, socialactivits and NGOs were consulted before the Bill was drafted but expressed her willingness to incorporate necessary changes before discussion on the Bill tomorrow.

She said the Bill provides for speedy disposal of cases against delinquents by providing for a three month time limit.

It also proposes to create Juvenile Police Units, mainly comprising of police women, so that the delinquents were not treated badly during interrogation, she said adding that the young rape victims find it difficult to narrate their traumatic experience at existing police stations.
