NEW DELHI, NOV 8: A committee to review the Constitution will be in place by January 26, 2000, which marks the completion of 50 years of the Indian Constitution, Home Minister L K Advani said here on Monday. It will have seven to 11 members. Advani said that the Government had turned down the idea of converting Parliament into a Constituent Assembly, to review the Constitution as has been suggested by some experts.The Committee would go through review of the Constitution, he said, including the question of Sixth Five Year Term for the Lok Sabha. However, the Home Minister was of the view that the Sixth Term was meaningless without going in for a system of proportional representation, which was prevalent in many European countries.On the issue of people of foreign origin holding high offices in the country, the Minister said that the high-level committee could also include in the agenda.
