Two guards posted at the Haryana Raj Bhawan along with their guest allegedly raped a Mohali resident after pulling her out of a passing auto-rickshaw early on Thursday. The incident took place in Sector 7, just 100 metres from the high-security Haryana and Punjab Raj Bhawans.

Calling it an unpardonable act, Haryana DGP Ranjiv Dalal said: “There are black sheep everywhere who bring a bad name to the entire force. The court case against them might go on for years, but we are going to quickly dispense away with their services. I shall take exemplary action against the accused.”

Earlier in the day, Haryana Armed Police Constable Dinesh, Commando Vijender and Dinesh’s guest Situ, a resident of Rohtak district, were booked for rape and for threatening the victim even as the police began to probe lapses in her statement.

The three allegedly dragged the 40-year-old mother of five out of the auto-rickshaw to their quarters and raped her as she was returning with her companion Mahavir Singh after working at a party in the nearby Rock Garden. The police were informed at 2.37 am, when Singh called up the police control room. The woman works as a cook for a private caterer. Her husband is an alcoholic.

According to the FIR, Dinesh stopped the three-wheeler at the Raj Bhawan roundabout. “On seeing a woman sitting in the auto, Dinesh let loose a string of profanities. When Mahavir objected, Dinesh allegedly slapped him and called Vijender and his guest Situ. The trio pulled Mahavir and the woman out of the auto and took them to their quarter, where Mahavir was detained in the washroom and the woman was allegedly raped. After Dinesh and Situ raped her, Vijender went back to drop the woman to her place in Mohali. When he found her home locked, he brought her back to his quarters.”

But Constable Vijender Singh had another story to tell. “She had come to Dinesh on her own. I took her back to Mohali. On the way, she never told me that she was raped. I am surprised that she has levelled allegations against me as well.”

“Mahavir said he escaped from the accused’s custody and informed his manager about the incident. The manager then reached the area with other workers and blocked the road shouting anti-police slogans,” said Inspector Ramgopal, Station House Officer, Police Station-3. “While we managed to arrest the two accused Dinesh and Vijender, Situ had already left for Rohtak, “ he added. The victim as well as the two accused were later medically examined at Government Multi-Specialty Hospital, Sector 16.

But Senior Superintendent of Police SS Srivastava said there were no indicators of a commotion at the spot. “Even the people residing in the barrack next door did not hear any noise. The medical reports also don’t mention injury marks, though intercourse has been proved. We are still probing the facts.”
