CHANDIGARH, Feb 18: On a petition for quashing the appointment of 137 clerks on daily wages or on contractual basis, a division bench of the Punjab and Haryana High today issued notice of motion to the Punjab University and the University Grants Commission for March 24.

The notice was issued by Justice V.K. Bali and Justice A.S. Garg on a petition moved by the Punjab University SC ST BC Employees Welfare Association, besides Asha Devi of Hoshiarpur and five other petitioners.

In their petition, the counsel stated that the respondents would "ultimately be made permanent" by ignoring 15 per cent share of the schedule caste category and 7.5 per cent share of the schedule tribe category.

The reservation policy, the counsel stated, was contained in the government instructions in the letters issued by the Punjab Government, the Central Government and by the University Grants Commission. The policy was also contained in the University Calender volume III, the counsel added.

It was also stated that the clerks were in service for the past three to six years and were appointed on the basis of recommendations made by "influential persons".

Claiming the non-issuance of advertisement regarding the appointments, the counsel also stated that majority were "kith and kin" of the university authorities.
