CHANDIGARH, Dec 16: In a civil writ petition, the former Haryana Commissioner and secretary, Industries, R.S. Malik, today sought directions to the State of Haryana and the State Election Commission for conducting elections to the Municipal Council of Panchkula.

Taking up the petition, a division bench of the Punjab and Haryana High Court, comprising Justice H.S. Brar and Justice K.S. Kumaran, issued notice of motion for February 4.

Claiming that he was filing the petition on behalf of "like-minded residents interested in an MC administered by duly elected councillors", Malik stated that the Haryana Municipal Act provided for the establishment of a Council.Quoting the Act, Malik stated that the Council should be composed of the councillors to be chosen through direct elections.

Malik stated that the objective of the 74th Amendment in the Constitution and the Municipal Act was to provide for the democratic set-up right to the grassroot level.
