When Shipping, Road Transport & Highways Minister T R Baalu reviewed the progress on the National Highways Development Programme last week, the pan-India picture did not look rosy. But this being an election year, the DMK minister was focused more than ever on his constituency, Chennai. So after the review, Baalu took up some “additional issues” with the NHAI. These were about two flyovers and the bypass in Chennai, both of which were reported to have made “poor physical and financial progress”. Naturally, NHAI got extra flak for these.
